Tender Details

Sydney Metro is Australia’s biggest public transport project.

By 2024, Sydney will have 31 metro stations and more than 66 kilometres of new metro rail, revolutionising the way Australia’s biggest city travels. Metro means a new generation of world-class fast, safe and reliable trains easily connecting customers to where they want to go. Customers don’t need timetables – they just turn up and go.  

Sydney Metro is pleased to release the first major infrastructure package for the Sydney Metro – Western Sydney Airport project and invites suitably experienced and qualified relevant entities with an interest in participating in the Expression of Interest (EOI) and Request for Tender (RFT) process for the design and construction of the Station Boxes and Tunnelling (SBT) Works for the Sydney Metro - Western Sydney Airport project.

The Sydney Metro - Western Sydney Airport project is being delivered under the Western Sydney City Deal, a partnership between the NSW Government, Australian Government and eight councils of the Western Parkland City .The NSW and Australian Governments have a shared objective of having the rail line operational when Western Sydney International (Nancy-Bird Walton) Airport is planned to open for passenger services.

The new railway line will service Greater Western Sydney and the new Western Sydney International airport. It will become the transport spine for the Western Parkland City’s growth for generations to come, connecting communities and travellers with the rest of Sydney’s public transport system with a fast, safe and easy metro service. The Sydney Metro - Western Sydney Airport project will link residential areas with job hubs from St Marys through to the new airport and the Western Sydney Aerotropolis. The project will include six new metro stations at:

  • St Marys, interchanging with the existing suburban railway station and connecting  customers with the rest of Sydney’s rail system 
  • Orchard Hills to service a future commercial and mixed-use precinct  
  • Luddenham to service a future education, innovation and commercial precinct  
  • Two stations within the airport site, at the airport terminal and at the airport business park 
  • the commercial heart of the Western Sydney Aerotropolis.  

The SBT Works for the Sydney Metro - Western Sydney Airport project is made up of two sections of twin running, tunnel boring machines (TBM), tunnels with a total combined length of approximately 9.8 km, plus associated portal dive structures. The SBT Works also includes station box excavations with temporary ground support at St Marys, Orchard Hills, Western Sydney Airport Terminal, Western Sydney Aerotropolis and potentially two intermediate service facilities, one in each of the tunnel sections. The procurement will be undertaken through a two stage process, with step one comprising an Expression of Interest (“EOI”) and step two comprising an interactive Request for Tender (“RFT”) process.

Sydney Metro invites suitably experienced and qualified relevant entities (“Interested Parties”) to register to submit Expressions of Interest to participate in this Request for Tender process for the design and construction of the Station Boxes and Tunnelling Works for the Sydney Metro - Western Sydney Airport project.

Bona-fide entities that demonstrate to Sydney Metro’s satisfaction that they will be capable (either as individual entities or in suitable consortia) of undertaking the design and construction of the SBT Works will be registered to participate in the EOI process (“Registrants”).

Sydney Metro will notify Registrants and provide them with access to a dedicated website (“Data Room”). The Data Room will contain the Invitation for EOI and further information on the procurement process, as well as additional supporting documents and information to enable Registrants to respond to the Invitation for EOI. Access to the Data Room will be subject to the Registrant’s agreement to Sydney Metro's Terms for Use of the Data Room.  

The Invitation for the EOI is anticipated to be released to Registrants on 18 September 2020 and the Closing Date for the submission of EOI responses is anticipated to be 30 October 2020. Both the Release Date and the Closing Date may be extended by Sydney Metro at its absolute discretion.

Sydney Metro may permit registration after the Invitation for EOI Release Date (including as that date may be extended), however such Interested Parties, if successfully registered, will have no entitlement to any additional time to submit an EOI and Sydney Metro will not be under any obligation to extend the Closing Date.

Expression of Interest For Pre-Qualification - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a type of work or service. Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).

Additional Details / Instructions

In order to be considered for participation in the EOI process, Interested Parties must return a completed Registration of Interest form and executed Confidentiality Deed Poll by email to Sydney Metro's Contact Officer at: SydneyMetroWSA_SBT@transport.nsw.gov.au.

Interested Parties should note that these forms are to be submitted via email only to the address noted above, and not through the eTender website. 

Upon Sydney Metro’s receipt of all completed documents from a bona fide entity, a confirmation email will be sent to the Interested Party, together with electronic access to the Invitation for EOI and other supporting information documents.

Registration applications will close at 5:00pm on 9 October 2020

Conditions for Participation

In order to be registered to participate in the EOI process, relevant entities must demonstrate to Sydney Metro’s satisfaction that they possess: 

  • the capability (either as individual entities or in suitable consortia) to deliver a  project with the size, scale and complexity of a project similar to the Sydney Metro - Western Sydney Airport project, SBT Works, or have performed the role of a major participant in the delivery of such a project; and
  • suitable experience in the design and construction of major public transport projects.

 Relevant entities may include:

  • major tunnelling design and construction contractors;
  • major civil engineering design and construction contractors;
  • major structural design and construction contractors; and
  • others who in the opinion of the Project team should be registered for the   EOI process

In order to participate in the SBT Works’ EOI process, including to receive the Invitation for EOI, request and receive clarifications, and to submit an EOI, an entity must either have:

  • registered to participate in the EOI process; or
  • where the entity is a consortium or other such group, had at least one of its members registered to participate in the EOI process.

Entities may register interest as individual entities or as consortia; however, fully formed consortium structures are not required to be registered at this stage.

The registration process is designed to ensure that entities participating in the EOI process are bona fide entities capable of delivering the SBT Works.

Entities which do not demonstrate to Sydney Metro’s satisfaction a reasonable likelihood of successfully undertaking the design and construction of the SBT Works will not be registered.
