Sydney Metro - Western Sydney Airport – Independent Certifier Services - SM2021/012

 Sydney Metro is inviting Expressions of Interest from suitably experienced and qualified organisations interested in providing independent certification services for the Sydney Metro - Western Sydney Airport major works contracts, being: 

1.     SBT: design and construct package for twin-bored tunnels from Orchard Hills to St Marys and associated dive structures and excavation for stations at St Marys and Orchard Hills;  

2.     SCAW: design and construct package, for surface and civil alignment works from Orchard Hills to the Aerotropolis, including viaducts, bridges, cut and cover tunnels, and ‘cut and fill’ earthworks; and

3.     SSTOM: a Public Private Partnership (PPP) for station fitout, system, trains, operations and maintenance.

The Sydney Metro - Western Sydney Airport (SMWSA) Independent Certifier (IC) will be required to provide independent certification services across the SMWSA works major works contracts.  

Sydney Metro invites suitably qualified and experienced organisations that have an interest in delivering independent certification services for the SMWSAproject to register to receive the Invitation for Expression of Interest (Invitation) by signing a Confidentiality Deed Poll and completing the Request Form.  

Submission of an executed Confidentiality Deed Poll does not automatically entitle an organisation to receive a copy of the Invitation. An organisation’s successful registration to receive a copy of the Invitation is at the sole discretion of Sydney Metro. 

In order to participate in the Expression of Interest (EOI) process, an entity must have successfully registered to participate in the process. Where the entity is a consortium or other such group, at least one of its members must have successfully registered. 

Entities may register their interest as individual entities or as consortia. Fully formed consortium structures are not required to be registered at this stage. Entities seeking to register should detail which other entities, if any, they intend to join with for the purposes of submitting an EOI.

Following registration, Sydney Metro will provide Registrants with access to a dedicated web-based data room containing further information on the EOI process, additional supporting documents and information to enable them to submit an EOI. Access to the data room will be subject to the Registrant agreeing to Sydney Metro’s terms for use of the data room. 

Any documents made available in the data room, provided with the EOI invitation or otherwise provided in connection with the SMWSA ICEOI process are provided for information only and Sydney Metro has no liability in respect of the documents.

Subject to satisfying the requirement that at least one member of each consortium is a Registrant, Sydney Metro is not restricting the ability of entities to join with other entities to form teams or consortia for the submission of an EOI, or similarly to change their arrangements prior to submission. Registrants may join with other entities, including those who have not registered, for the purpose of submitting an EOI. This is a matter solely for the Registrants and their team members.

To register, interested parties must: 

·  return a copy of the completed Request Form/s and the executed Confidentiality Deed Poll by email to SydneyMetroWesternSydneyAirport_IC@transport.nsw.gov.au before the closing time and date for registration at 10:00am on Friday 11 June 2021.

.  submit their response as two files only. One file must contain the executed Confidentiality Deed Poll and the other the completed Request Form/s.
