The Tunnels, Stations and Excavation (TSE West) Works for the Sydney Metro West project comprises around 20 kilometres of twin tunnels from Westmead through to The Bays.
The TSE West Works will include both cut-and-cover and cavern excavations, construction of service facilities, and civils and bulk earthworks at the proposed stabling and maintenance facility.

Procurement of the TSE West package/s will be undertaken through a two stage process, Stage 1 comprising an Expression of Interest (E0I) and Stage 2 comprising an an Early Contractor (ECI) Tender process).
Sydney Metro invites suitably experienced and qualified entities to submit an Expressions Of Interest to participate in this Early Contractor (EC!) Tender process for the design and construction of the Sydney Metro West Tunnels, Stations and Excavation (TSE West) Works.
Bona-fide entities that demonstrate to Sydney Metro's satisfaction that they will be capable (either as individual entities or in suitable consortia) of undertaking the design and construction of the TSE West Works will be registered to participate in the E01 process (Registrants).
Sydney Metro will notify Registrants and provide them with access to a dedicated website (Data Room). The Data Room will contain the Invitation for E01 and further information on the procurement process, as well as additional supporting documents and information to enable Registrants to respond to the Invitation for E0I. Access to the Data Room will be subject to the Registrant's agreement to Sydney Metro's terms for use of the Data Room.
The Invitation for E01 is anticipated to be released to Registrants on 4 November 2019 and the Closing Date for the submission of E01 responses is anticipated to be 16 December 2019. Both the Release Date and the Closing Date may be extended by Sydney Metro at its absolute discretion.
Sydney Metro may permit registration after the Invitation for E01 Release Date (including as that date may be extended), however such Interested Parties, if successfully registered, will have no entitlement to any additional time to submit an E01 and Sydney Metro will not be under any obligation to extend the Closing Date.

Additional Details / Instructions
In order be considered for participation in the E01 process, Interested Parties must return a completed Request to Participate and executed Confidentiality Deed Poll by email to Sydney Metro's Contact Officer at SydneyMetroWest TSEtransport.nsw.gov.au
Upon Sydney Metro's receipt of all completed documents from a bona fide entity, a confirmation email will be sent to the entity.
Registration applications will close at 5:00pm on 04 November 2019.
Conditions for Participation
In order to be registered to participate in the E01 process, entities must demonstrate to Sydney Metro's satisfaction that they possess:
• the capability (either as individual entities or in suitable consortia) to deliver a project with the size, scale and complexity of a project similar to the TSE West Works, or have performed the role of a major participant in the delivery of such a project; and
• applicable experience in the design and construction of major public transport projects.
Relevant entities may include:
• major tunnelling design and construction contractors;
• major civil engineering design and construction contractors;
• major structural design and construction contractors; and
• others who in the opinion of the Project team should be registered for the E01 process
In order to participate in the TSE West Works E01 process, including to receive the Invitation for E0I, request and receive clarifications, and to submit an E0I, an entity must either have:

registered to participate in the EOI process; or
-
where the entity is a consortium or other such group, have at least one of its members registered to participate in the EOI process.
Entities may register interest as individual entities or as consortia; however, fully formed consortium structures are not required to be registered at this stage.
The registration process is designed to ensure that entities participating in the E01 process are bona fide entities for the TSE West package.
Entities which do not demonstrate to Sydney Metro's satisfaction a reasonable likelihood of successfully undertaking the design and construction of the TSE West Works will not be registered.
