The Energy Corporation of NSW (EnergyCo), in its capacity as the infrastructure planner under the Electricity Infrastructure Investment Act 2020 is leading the development of the New England Renewable Energy Zone (REZ).
The purpose of this expression of interest (EOI) is to identify and select generator and storage projects to contribute to the development of the New England REZ network infrastructure. Selected generator and storage projects will have the opportunity to engage with EnergyCo through the early design and development phases of the REZ. The generator and storage engagement process will ensure that the REZ network infrastructure is built for purpose and community and environmental impacts are minimized.
To be eligible for this selection process, generator and storage projects must meet a minimum threshold of 250 megawatt alternating current (MWac) capacity or a storage equivalent 250 MW hour minimum threshold, and be located within the declared New England REZ.
EnergyCo’s generator and storage engagement process is independent from the Consumer Trustee’s competitive tender process to allocate access rights and LTESAs and will not form part of the Consumer Trustee’s assessment criteria.

EnergyCo will hold an online briefing session with EOI applicants on 27 September 2022. EnergyCo will be in contact with applicants to arrange access to the briefing session. Applicants are to nominate up to two (2) attendees in the EOI Briefing Registration Form for the briefing session.
The purpose of the online briefing session is to:
• introduce EnergyCo representatives;
• explain the objectives and format of the generator and storage engagement process;
• position the generator and storage engagement process within the context of the NSW Government’s Electricity Infrastructure Roadmap;
• provide an overview of the evaluation criteria;
• confirm the timetable; and
• answer questions about the EOI process.

Recommendations on the grant of access rights will be made by the Consumer Trustee to EnergyCo and the Consumer Trustee will also make decisions on any grant of LTESAs. The Consumer Trustee is an independent body not under the control or direction of the NSW Government, EnergyCo or the Minister for Energy.
There is no guarantee that selected generator and storage projects in this EOI will be successful in securing access rights and/or LTESAs via the Consumer Trustee’s auction process and participation in the generator and storage engagement process will not be part of the evaluation criteria. Parties that are not selected as part of this process may be successful in securing access rights to the RNI and/or LTESAs.
Parties participating in the generator and storage engagement process do so at their own risk and expense. Selected generator and storage projects may withdraw from the process at any time.
EnergyCo may, in its sole discretion and acting reasonably, remove parties from the generator and storage engagement process at any time. EnergyCo maintains discretion to make recommendations to the Consumer Trustee about different options for RNIs despite any ESCA or RAS.
