Attach Cooperative based contracting (GC21) certificates completed by 2 senior staff. Combine into one file and upload as Word, PDF or zip file.

Technical Ability
Complete and upload the attached template detailing the Applicant's experience in the last two years.
At least 2 examples for each Work Category (capability) you are applying for are required.

Upload relevant client referee/ performance reports that demonstrate your record in the Work Categories (capabilities) applied for. These reports must be in relation to contracts completed within the last 2 years.
Each Work Category must be supported by at least 2 reports that clearly align to that Work Category.

Best Practice Accreditation
The following questions must be answered if applying for Best Practice Accreditation. Applicants applying for Best Practice Accreditation must in the first instance obtain prequalification for work valued over $2.5m with a benchmark score of 65% with NSW Agencies.
Where an Applicant has been awarded work through the NSW Government Procurement System for Construction, the Applicant is to formally track and review at the Executive level, the Applicant’s own performance based on Contractor Performance Reports for all contracts procured in this manner within the last three years. The Applicant is to ensure that it obtains and retains fully completed copies of CPRs from the Project Manager.

Performance Internal review template
The Applicant is to have achieved a Best Practice Performance benchmark of 65% based on the Contractor Performance Reports for all contracts procured through the NSW Government Procurement System for Construction for all work in progress within the last three (3) years.
Alternately, where there is insufficient work history with NSW Government, the Applicant is to be able to provide four (4) Client Referee Reports (based on the provided template) or four (4) Contractor Performance Reports (based on the performance reports of other NSW Agency Clients) for work fully completed within the last three (3) years which meet the 65% Best Practice Performance benchmark.
Applicants applying for Best Practice Accreditation must in the first instance obtain prequalification for work valued over $2.5m with a benchmark score of 65% with NSW Agencies.
The Applicant is to be able to provide evidence of meeting the Best Practice Matrix criteria including ability to provide extracts of relevant policy, procedures, communications, training and operational records. (Refer to provided template for details).

The Applicant is to be able to provide audit reports from independent 3rd party auditors demonstrating that a satisfactory standard has been acheived during the preceeding three years on contracts including the organisation's:

- Two Environmental Management Plans developed and used by the Applicant on separate projects. These plans must comply with the Applicant's EMS certification/accreditation.

- A university degree in project management
- A higher education degree in project management
- BSB51407 Diploma of Project Management or equivalent qualification
- Certified Practising Project Practitioner (CPPP) by Australian Institute of Project Management (AIPM)
- PMP (certified project management professional) by Project Management Institute, Inc. USA
- Prince2 Practitioner
- Any equivalent qualifications and the Applicant's ability to demonstrate that these qualfications are indeed equivalent to the above.

- Two Project Management Plans developed and used by the Applicant on separate projects. These plans must address the typical elements of a project management plan as per the above personnel qualifications.

The Department of Planning, Industry and Environment, Public Works Advisory, advises that the whole-of-government Contractor Prequalification and Best Practice Accreditation Scheme for Construction and Related Work Valued $1 Million and Over (SCM1461) has been extended to 31 December 2022.

Update Notification in accordance with Section 25 of PBD 2019-05 Enforceable Procurement Provisions.
Public Work Advisory (PWA) has established a procurement list for construction-related services over $9 million (Ex GST), as per Enforceable Procurement Provisions Direction.

NO ACTION REQUIRED FROM MOST OF THE CURRENTLY PREQUALIFIED SUPPLIERS. WE HAVE ALREADY CONTACTED SUPPLIERS WHO TO TAKE CERTAIN ACTION WITH THESHOLD BETWEEN $9 TO 10MILLION.

This Scheme has been extended till 31 December 2025.
It is important to note that prequalified suppliers should have the latest business details such as entity name, phone, email, etc in our system. These details can be updated through your Supplier Hub/eTendering account. If these details are outdated, we would suspend your organisation as buyers will not be able to contact you for tenders.
It is now a mandatory requirement for all NSW Government Suppliers to register on the Supplier Hub. Registration can be completed using the link below:
