Manly High Speed Ferry Service, Stage 1: Pre Registration - EOI - MoT 2009/006

This document invites Expressions of Interest (EOI) for the provision of High Speed Ferry Services between Circular Quay and Manly.

The Director General of NSW Transport and Infrastructure (“the Director General”) is calling for Stage 1 Pre-Registrations and at a later date, Stage 2 Request for Tenders from ferry operators capable of providing a high speed commuter ferry service between Manly and Circular Quay.

A “high speed ferry service between Manly and Circular Quay” is defined as a regularly scheduled service that makes the voyage between Manly and Circular Quay in 20 minutes or less.

The service will commence 1 April 2010 for a term of 5 years.  This will be a de-regulated service that will operate with no Government subsidy. It is envisaged that the operator will utilise a wharf access arrangement with NSW Transport and Infrastructure to provide the service.

NSW Transport and Infrastructure will conduct this procurement in two steps:

(1) Stage 1: Pre Registration, involving completion of a simple pre registration template and lodgement by 27 August 2009;

(2) Stage 2: Pre Registered parties will be able to participate in a Select Invitational RFT for the final procurement, (with the RFT to be called at a later date).

Stage 1 Pre Registration is mandatory for interested parties and only Pre Registered parties will be able to further participate in the later Stage 2 RFT, when it is called.

Expression of Interest For Pre-Qualification - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a type of work or service. Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).
