Transport for NSW (TfNSW) invites interested organisations to register their interest to take part in a market sounding for the implementation of advanced signalling and control systems across Sydney’s rail network, including European Train Control System (ETCS) Level 2 and Traffic Management System (TMS) (together known as the Automated Systems Project) 

TfNSW is interested in engaging with suitable organisations that meet the eligibility criteria. Registrants that demonstrate they meet the relevant criteria for the nominated category (‘Participants’) will be invited to participate in the market sounding.

The purpose of the market sounding is to seek the industry’s feedback a reference delivery strategy for the Automated Systems Project, covering the possible packaging, contracting and procurement options.

The market sounding process will include a market briefing where TfNSW will present an overview of the Automated Systems project and the reference delivery strategy. It is anticipated that the market briefing will be held in the week commencing Monday 21 August 2017 at a location within the Sydney metropolitan area. Further details on the market briefing will be provided to eligible Registrants.

TfNSW is seeking to engage with suitable organisations that have the skills, capability, and/or experience in the following areas of interest to TfNSW:

• Technical integration
• Business change management
• ETCS and trackside suppliers
• TMS suppliers

Registrants will be required to satisfy the following eligibility criterion:

"The Registrant is able to demonstrate that it has the skills, capability and/or experience in one or more of the following elements:

1. design, development and/or implementation, in an operating rail network, of:

           a)  ETCS Level 2, including centralised and/or trackside components; or

           b) a Traffic Management System,

2. technical integration of advanced signalling and control systems such as ETCS Level 2, from development of specifications to bringing the system into revenue service; or

3. business integration or change management processes to introduce such systems into an operating railway or comparable organisation.”

Registrants are to submit their registration in the format provided in the Schedules to the market sounding registration document.

Registrants must submit a response to all the Schedules attached to this market sounding registration document.

Registrations must be lodged before 12:00pm on Monday 14 August 2017 (Australian Eastern Standard Time). Registrations must be lodged electronically via email to the following address:

All eligible Registrants invited to participate in the market sounding will be required to execute a Confidentiality Deed Poll prior to attending the market briefing and participating in the market sounding process, and are required to fulfil their obligations in relation to maintaining confidentiality under their executed Confidentiality Deed Polls.
