Scheme Details

The Government Architect’s Strategy & Design Prequalification Scheme is focused on the delivery of strategic planning advice, design quality and innovation in the built environment.

The purpose of the scheme is to select highly skilled and experienced organisations, as well as emerging businesses to participate as prequalified providers of quality strategy and design services.

The scheme enables NSW Government agencies and statutory corporations to engage external expertise to assist in delivering quality outcomes in the built environment. The scheme offers a streamlined approach for both suppliers and government that is structured to meet the requirements of the NSW Treasury Gateway Review process.

Vendor Instruction

To apply for the scheme, please answer all the questions in this online application and provide all the information requested to ensure your application can be assessed properly and quickly.

It is recommended that the Applicant submit the application from an administrative email address (such as admin@company.com) to ensure continuity of access to your scheme profile. Tendering opportunities will be sent to this administrative email address. 

You are required to submit a consolidated application form. The file should be A4 landscape format, as a PDF with a maximum file size of 10MB.

Legal

Insolvency, Administrations or Investigations? *

General Business Information

Hourly Rates

Please complete the relevant section in the application form detailing hourly rates for services. Note that the range of hourly rates specified in your application shall remain fixed for an initial 24 month period.

Public Liability Insurance *

The Applicant is required to arrange and maintain a public liability policy of insurance to the value of at least $10 million, with a reputable insurance company for the term of a contract. Do you agree to hold the required insurance if engaged?

Professional Indemnity Insurance *

Professional Indemnity Insurance is not mandatory but may be required upon engagement. The adequacy of the insurance coverage to meet the risk and any monetary limit that is set for the nature of an engagement will be determined by agencies at the time the service provider is engaged. Do you agree to hold the required insurance if engaged?

Application Evaluation Criteria

The Applicant must answer the following questions for each prequalification category and capability they are applying for.

1. Nominated Key Personnel

List key personnel working within your office including directors, team leaders, specialist staff. Include any relevant qualifications or professional memberships, including any nominated and/or registered professionals.

2. Demonstrated Experience

Complete the application form detailing work undertaken in the last 3 years that demonstrates experience in each of the work category/s and capability/s applied for. You are requested to provide 3 project examples for each capability. Select project examples that demonstrate diverse experience and suitability for government.

3. Referee Reports

Use the application form to provide three (3) client referee reports for each work category applied for. The referee report should relate to professional service engagements that your organisation has completed in the last three (3) years. It is recommended that reports relate to the project examples included in the application. If a referee report is used for more than one category, it must be submitted separately for each capability applied for.

If you are applying for prequalification in the category of:

Design  - a) Architecture

At least one of your key personnel must be registered with the NSW Architects Registration Board and be the nominated architect for your firm. Please submit personnel name and registration number.

4. Category Specific Essential Criteria

If you are applying for prequalification in the category of:

Strategy - g) Aboriginal Cultural and Spatial Intelligence 

As part of the Aboriginal Procurement initiatives the policies have defined an Aboriginal owned Business as one that is recognised by an appropriate 3rd party organisation, such as Supply Nation or NSW Indigenous Chamber of Commerce. Would you consider seeking registration with one of these organisations if you are engaged?

Scheme Terms and Conditions

Scheme Conditions apply to all suppliers accepted into The Government Architect's Strategy and Design Excellence Prequalification Scheme. To facilitate the range of design work across government departments and agencies, suppliers are requested to also accept two distinct Terms and Conditions [Annexure A and B] for two distinct service pathways:

• PATHWAY 1: Professional services engagements that do not involve construction, for example feasibility and conceptual work will use the Government Architect's Strategy and Design Excellence Prequalification Scheme Terms and Conditions [ANNEXURE A].

• PATHWAY 2: For construction related documentation and contract administration services, the Terms and Conditions will align to the State Government’s standard consultants in construction contracts over $30,000 [ANNEXURE B].

The buyer will nominate which Terms and Conditions apply at the time of engagement.

    To all suppliers in the Government Architect’s Strategy and Design Excellence Prequalification Scheme,  

    You are kindly requested to accept an additional set of Terms and Conditions to become eligible for an expanded range of services across government agencies. These additional terms will enable our buyers to engage prequalified suppliers through two distinct service pathways:

     

    • PATHWAY 1: Professional services engagements that do not involve construction, for example business case, feasibility and conceptual work. This pathway will continue to use the Government Architect's Strategy and Design Excellence Prequalification Scheme Terms and Conditions [ANNEXURE A]. All existing suppliers have already accepted these conditions.
    • PATHWAY 2: Construction related services including design, documentation and contract administration services. To be eligible for this additional pathway, suppliers must accept the NSW Government’s Standard Consultants in Construction Contracts over $30,000 [Annexure B]. Please accept Annexure B to take advantage of future opportunities within this pathway.   

     

    Note: The GANSW Scheme Conditions (already accepted by suppliers) relate to becoming prequalified under the scheme, so remain unchanged for either pathway.

    To Suppliers,

    The Government Architect NSW have recently made the following amendments to prequalification scheme SCM0801:

    1. The scheme name has been adjusted to ‘The Government Architect’s Strategy and Design Prequalification Scheme’ to reflect the scheme’s alignment with Better Placed: An integrated design policy for the built environment of NSW. All documents have been modified to reflect the amendment.

    2. Capabilities within the Strategy Category have had minor name adjustments and two new capabilities have been added. One capability within the Design Category has also had a minor name adjustment.

     

    These changes do not impact suppliers already listed on the scheme. For further information contact GAprequalscheme@planning.nsw.gov.au.

    Please note that this prequalification scheme has been extended to 30th August 2024.

    If you are already prequalified your prequalification status is maintained and you do not need to do anything.
