Tender Details

Transport for NSW is inviting suitably qualified organisations to participate in an Invitation to Tender to provide Managing Contractor Services for the Main North and North Shore Corridor Signalling and related works.

The Managing Contractor will be responsible for carrying out the design, construction, commissioning and hand-over of the project including:

·         Changes to the Epping signalling interlocking area to segregate the ECRL from the Main North Line / Sydney Trains;

·        Changes to the Chatswood signalling interlocking area to segregate the ECRL from the North Shore Line / Sydney Trains network;

·        Upgrading of the North Shore Line signalling, between Artarmon and Roseville (the Chatswood Interlocking Area), for 20 trains per hour; and

·      Upgrading of associated HV and DC electrical systems.

TfNSW is restricting access to the tender documents other than the Invitation to Tender and also invitations to the Site Visit to relevant entities that it reasonably considers are capable of being bona fide tenderers.  Entities that are not considered to be relevant entities will not be granted access.

Relevant entities to which access may be granted at TfNSW’s sole discretion may include:

·         organisations that can provide evidence that they satisfy Minimum Requirement 1.

To seek access, an entity must:

·         Provide the Access Request Form; and on being notified that the request is approved,

·         Complete and execute two copies of the Deed of Disclaimer, returning one copy to TfNSW and retaining one copy for its records;

·         Complete, execute and return two copies of the Probity and Process Deed (including the executed Schedule 2 - Confidentially and Process Undertaking and Schedule 3 - Access Indemnity). Please note that you need to enter the relevant director's name at the definition "Tenderer's Project Director." TfNSW will return one (1) copy of the executed Deed;

The Access Request form and Deeds are to be sent by email to the Contact Officer.

Conditions for Participation

Minimum Requirements

The Tenderer must demonstrate their ability to comply with the following Minimum Requirements:

Minimum Requirement 1

The Tenderer is an Authorised Engineering Organisation.

Minimum requirement 2

The Tenderer had a turnover in construction activities of not less than $150 million total in the period of 2013/2014.

Minimum requirement 3

The Tenderer has successfully completed at least one managing contractor contract within the last 5 years.

Minimum requirement 4

The Tenderer has successfully managed a minimum of 3 design and construction contracts within the RailCorp / Sydney Trains live rail environment, valued in excess of $25 million each, within the last 7 years.

Minimum requirement 5

The Tenderer is accredited with the Australian Government Building and Construction WHS Accreditation Scheme.

Minimum requirement 6

The Tenderer has a third party accredited Environmental Management System and Quality Management System.
