Tender Details

 NSW Police Force aim is to find a platform that delivers the new Integrated Policing Operations System (IPOS) ‘as-a-Service’. At its core, the IPOS must be a commercial-off-the-shelf (COTS) like platform solution, provided as a suite of packages or rather as an eco-system that supports policing outcomes.

The IPOS eco-system of capabilities must integrate with one another and have an intuitive user interface but must also be separable and able to be integrated with existing and other packages which may not be part of the IPOS platform solution, if required by NSWPF.    

NSWPF requires an IPOS that is an integrated modularised solution that has at its core a single data store that processes, records, reports and analyses operational policing information, to deliver (at a minimum) core policing functions, such as:

  • Call taking and Dispatch;

  • Event Data Management;

  • Investigation Management;

  • Evidence and Forensic Data Management;

  • Forensic Investigation;

  • Legal Process (Charge) Management;

  • Custody Management; and

  • Intelligence Management.

Open Tenders - An invitation to tender by public advertisement with no restriction placed on who may tender. Tenderers will normally be required to demonstrate in their tender that they have the necessary skills, resources, experience, financial capacity, and in some cases licences, accreditations, etc., to fulfil the tender requirements.

Additional Details / Instructions

Before interested parties will be granted access to the full set of requirements each interested party will be required to meet a mandatory set of criteria, as set out in the initial RFP documentation. Criteria includes the following:

  • Submissions of executed NDAs by the interested party itself and by all personnel of the interested party (including subcontractors) who will be granted access to any of the RFP material

  • Provision of evidence that the interested party has an IPOS like COTS platform solution, production ready, fully integrated, modular and scalable (minimum 5,000 concurrent users) system, that has already been successfully deployed to at least one major policing jurisdiction around the world. Required evidence may include:

    • The system must address at least two of the core policing functions listed in Section 2.3 of this Document;

    • Supply of a list of jurisdictions that are actively using the components of the product suite.

  • Once supplied information is vetted, full RFP material will only be supplied to selected vendors.

A supplier can respond in any format in addressing these mandatory requirements but must not exceed 10 A4 pages in length and should be evidence based, as an example,  references from Commissioners of Police (or equivalent), newspaper articles and comments from CIOs etc.
