Tender Details

 

1.1         Objectives of Council

Council is seeking Tenders from suitably qualified and experienced Tenderers to plan, manage and undertake the replacement of approximately 52,000 x 120L Mobile Garbage Bins (MGB) with 140L MGBs to Council specification between May and July 2018 in the former Bankstown Local Government Area (LGA).

Council’s objective is to ensure sufficient quality of planning, logistics preparation, appropriate delivery time and that suitable methods are in place to minimise the potential disruption of normal waste service to households. The intention is to provide a quality service to residents that ensures the least impact transition over the rollout period and minimises the risk of complaints to Council.

1.2         Description of Services

In order to form the Service, this Request for Tender sets out two separate options. Council may award either option, if council awards option 1, it may then award part of option 2 or source the bins from another avenue.

Option 1 is management of the bin replacement rollout to approximately 52,000 premises.

Option 2 consists of two separable portions:

  1. management of the bin replacement rollout (comprising the same service and assessed under the same criteria as Option 1); and

  2. supply of 55,000 x 140L replacement bins.

    Council could rely on the Local Government Procurement to seek supply of bins but acknowledges that should a Tenderer be able to more closely coordinate the rollout by undertaking the supply of replacement bins that this may be advantageous to Council.

    Tenderers submitting for Option 2 which includes bin supply should note that the effective management of the bin replacement rollout is a key objective for Council.

1.2.1      Option 1:Management of The Bin ReplacementRollout

This service must include the following:

    • Development of a Bin Replacement Program;

    • Assembly and disassembly of bins as required;

    • Management of bin deliveries to 52,000 premises (approx.);

    • Management of bin removals from 52,000 premises (approx.);

    • Management of the recycling of all removed bins (this may include part or full reuse of bins as agreed to by Council);

    • Management of the disposal of all non-recyclable components, residual parts from removed bins and other project-related waste;

    • Management of data capture and recordkeeping for all bin deliveries and removals;

    • Provision of a facility/ies to conduct the service from, if Council proposed facility/ies is not utilised.

1.2.2      Option 2:Management of The Bin Replacement Rollout and Supply of Replacement 140L Mobile Garbage Bins

Option 2 must include the same service as required in Option 1, that is:

    • Development of a Bin Replacement Program;

    • Assembly and disassembly of bins as required;

    • Management of bin deliveries to 52,000 premises (approx.)

    • Management of bin removals from 52,000 premises (approx.)

    • Management of the recycling of all removed bins (this may include part or full reuse of bins as agreed to by Council);

    • Management of the disposal of all non-recyclable components, residual parts from removed bins and other project-related waste;

    • Management of data capture and recordkeeping for all bin deliveries and removals;

    • Provision of a facility/ies to conduct the service from, if Council proposed facility/ies is not utilised. 

Option 2 also includes as a separable portion the supply and delivery of the required 140L MGBs.

Council will not consider a Tender lodged by a Tenderer who fails to sign the attendance sheet at this briefing, or fails to ensure that a representative of the Tenderer signs the attendance sheet on its behalf.
