The New South Wales Office of Environment and Heritage (OEH) is inviting tenders from organisations to deliver rooftop solar PV installations and services across a variety of public buildings and infrastructure located within NSW. A key requirement of this service will be to identify and enable opportunities for solar power purchase agreements (PPAs).

OEH (‘the Lead Agency’) in collaboration with Local Government Procurement NSW (LGP) is establishing a pre-qualified panel of solar photovoltaic (PV) service providers to enable opportunities for solar installations through PPA’s. The solar PPA is considered the preferred option for agencies because all service components are bundled together. This mitigates risks to agencies and it is simple for agencies to access.

The panel may be used by agencies and local government customers to selectively tender for the installation of rooftop solar PV installations targeting a wide variety of government buildings such as schools, TAFEs, offices, art facilities, hospitals, correctional centres, courts and police stations. There may also be additional opportunities to tender for projects targeting local government infrastructure such as treatment plants and administration buildings.

A PPA is an arrangement in which a solar service provider designs, builds, owns, operates, monitors, and maintains a solar PV system, and a customer agrees to site the system on its roof or elsewhere on its property and purchase the system's electric output from the solar services provider for a predetermined period and price.

The intention of this tender will be to convene a panel comprising a group of pre-qualified solar PV service providers who will have the opportunity to tender for rooftop solar PV projects and identify and enable solar PPA’s with NSW Government agencies and local government customers.

This request for tender is issued on behalf of both OEH and LGP. This tender will establish one pre-qualified supplier panel through one evaluation process.
