Tender Details

Transport for New South Wales (TfNSW) invites Expression of Interest (EOI) from suitably qualified contracting organisations interested in undertaking the role of Installation Contractor as part of the Automatic Train Protection (ATP) Program for the following projects:

• Project A – ATP Onboard Installation on C-Set and K-Set Fleet Project; and

• Project B – ATP Onboard Installation on V-Set Fleet Project.

Project A involves completion of the Works and Services on 13 trains of the C-Set fleet and 39 trains of the K-Set fleet.  Project B involves completion of the Works and Services on 20 trains of the V-Set fleet.

The Works and Services of each Project encompasses:

• installation, testing, commissioning and handover of European Train Control System (ETCS) on the train fleet in accordance with the installation design, installation work instructions and test procedures supplied by TfNSW;

• supply of non-ETCS hardware as per the product breakdown structure supplied by TfNSW; and

• provision of suitable site facility for the Works and Services.

Conditions for Participation

To be considered for shortlisting through the EOI process, Applicants must demonstrate that they pass all Minimum Requirements as outlined in Section 1.2 of the Expression of Interest document.

A mandatory EOI briefing and train inspection session will be held as per the details below:

• EOI Briefing and Train Inspection – Session 1:  12 October 2017 (Thursday) at 8:45 am

• EOI Briefing and Train Inspection – Session 2:  17 October 2017 (Tuesday) at 8:45 am

• Venue: Eveleigh Precinct, 136 Railway Parade, Eveleigh NSW 2015. 

Applicants must contact the Contact Officer to register their intention to attend one of the mandatory EOI briefing and train inspection sessions and nominate the date they wish to attend.  Registration of interest to attend must be submitted by 10:00 am on Wednesday 11 October 2017.  No more than five (5) persons from each Applicant may attend the EOI briefing and train inspection.  The Applicant must confirm the names and position titles of the proposed persons from the Applicant who will attend the EOI briefing and train inspection. 

To gain access to the Invitation for Expression of Interest (EOI), the Applicant must complete and return by email to the Contact Officer, a correctly executed “Confidentiality Deed Poll” and “Data Room Access Request Form”, which are attached to this public advertisement.  Upon receipt of the executed “Confidentiality Deed Poll” and “Data Room Access Request Form”, the Contact Officer will provide further instructions on accessing the Invitation for EOI.

It is a pre-condition to attendance at the mandatory EOI briefing and train inspection that the Applicant has returned to the Contact Officer the “Confidentiality Deed Poll” and that each of the Applicant’s attendees who propose to attend at the mandatory EOI briefing and train inspection is listed in “Schedule A - Representatives”, contained within the “Confidentiality Deed Poll” and that the completed Confidentiality Deed Poll has been returned by the Applicant to the Contact Officer by no later than 10:00 am on Wednesday 11 October 2017. 

The Contact Officer will provide an information pack for the EOI briefing and train inspection upon registration, including details on the train inspection schedule, PPE requirements and the protocol for train inspection.
