Tender Details

Enabling works for the Regional Rail project includes the scope of works required to support the implementation of the new fleet which are outside the main contract delivery obligations.  This enabling works scope represents a wide variety of works which will perform in combination with the main contract to support successful delivery of the Regional Rail Project.

Enabling works are shaped by the blending of existing and future operations as the new fleet is transitioned into operational use and the old fleet is retired.  The enabling works scope will be determined firstly by the operating and maintenance locations requiring changes and second, the augmentation required to the current network.

The Technical Advisor must carry out the development/planning phases and early delivery phase to undertake site investigations, desktop studies, high level constructability staging, providing information to determine a cost estimate and other supporting technical services to assist with the production of deliverables for the following: 

1. General Assessments

2. Phase 1 Delivery – SDR  

3. Phase 2 Delivery – PDR

4. Configuration Management Gate Submissions 

5. Phase 3 Delivery [Option] – DDR 

6. Phase 4 Support [Option] – Procurement assistance and delivery support

The Technical Advisor must act as an AEO for the planning and relevant design phases.

Where undertaking a design package, the Technical Advisor must prepare the associated systems engineering deliverables in accordance with relevant ASA standards.

The Services include (without limitation):
 
a) Development and delivery of the required PDR Designs and any associated supporting documents necessary to achieve the TfNSW CCB Gate 2 approval;
b) Submission of all design documentation for stakeholder review;
c) Design presentations prior to the submission of each of the associated design package submission;
d) Engaging and consulting with relevant stakeholders identified in Section 7 and others which are identified during the design process;
e) Facilitating design and hazard workshops and presentations;
f) Integrated design checks;
g) CCB Gateway 2 Approval – The Technical Advisor is responsible for preparing the submission package (Configuration Change Request with supporting evidence) and responding to queries raised during the CCB Gateway 2 Approval process; 
h) Updating the required documentation after the TfNSW CCB Gateway 2 approval has been achieved; 
i) If requested the Principal may request designs beyond the PDR phase; and
j) Enabling Works Delivery Contract tender documents – The Technical Advisor must produce and deliver all necessary tender documents required by the Principal for the Delivery Contract, including subsequent addenda as necessary.

A mandatory Tender Briefing session shall be 'livestreamed' at 3.30pm Tuesday 31 March 2020. 

Tenderers will be notified of the details following confirmation of the above requirement. 

Conditions for Participation

Tender responses which do not meet the following Minimum Requirements will not be considered for evaluation:

1. The Tenderer must demonstrate AEO certified status in the relevant asset lifecycle stages for the engineering disciplines identified in Schedule 12 of the ITT;

2. Attendance at the Tender Briefing;

3. Acceptance of the terms and conditions of the Professional Services Contract.
