The Mitchell Galleries & Compliance Project is the refurbishment and expansion of the State Library of New South Wales’ exhibition spaces within the Mitchell Building located at 1 Shakespeare Place, Sydney NSW 2000, as part of the Library’s 2016 Master Plan. Part of the planned refurbishment and expansion aims to incorporate a lighting design approach which provides a simple quality solution that is timeless and enduring. Specifically, the light approach will enhance the existing heritage building features and provide a flexible and unified lighting solution for exhibitions and functions in new and existing spaces.
The Library is seeking to undertake a one-off procurement process for the supply of light fittings for the Mitchell Galleries & Compliance Project. The nominated procurement approach is a Request for Tender (RFT) process open to all suppliers. The contract will be awarded on the basis of the supplier’s product capability, application in similar cultural institutions, and value for money. It is anticipated that the Library will place an order in December 2017. Delivery and installation is anticipated to be complete by June 2018.

The scope of this contract includes the supply and delivery of light fittings including track mount spotlights (S1 & S5 - wall washers, S2 - spot optics, S3 - flood optics and S4 framers) and interchangeable lenses (SL1, SL2, SL3, SL4, SL5, SL6 and SS1) for the Mitchell Galleries & Compliance Project. Delivery is required by May 2018 at the latest and will be inspected prior to acceptance by the Library and handover to the installation contractor.

The proposed approach to evaluation of tender responses is in four (4) stages as follows:

Stage 3 Price Assessment (70%)
Stage 4 Value for Money Calculation
Pass/fail criteria include:
- Record of ethical behaviour and any findings of dishonest, unfair, unconscionable, corrupt or illegal conduct against it, its directors or management.
- Insurances
- Legislation, Standards, Licences, and Approvals
- Financial capacity and stability
- Compliance with the Statement of Requirements
- Compliance with the proposed conditions of the Form of Agreement
Non-price criteria (30%) include:
- Supplier’s proposed product exceeds the requirements of the Specialist Lighting Specification and Specialist Luminaire Schedule
- Application of Supplier’s proposed products in relevant cultural institutions

Estimated Timeframe for Delivery
Installation of the light fittings are required by June 2018. The latest possible delivery is May 2018.
