Transport for NSW is seeking to engage a Technical Advisory Partner to enter into a long term engagement to undertake planning, development and concept design activities for the More Trains More Services Program. The supplier will be a multidisciplinary consultancy with expertise in engineering, planning, modelling and technical investigations. The supplier need to meet the Minimum Requirements and be required to be an Authorised Engineering Organisation (AEO) with authority to undertake technical advisory and design services relating to signaling, civil, power and rail infrastructure design. The supplier is not expected to have the full scope of Specialist Engineering Disciplines for these phases, but will be expected to have arrangements to procure and manage these resources if needed in the delivery of the services.
The initial term of the contract will likely be for three (3) years, with 2 annual extension options.

Applicants will be required to satisfy the Minimum Requirements as listed below. Applicants that are assessed as not satisfying the Minimum Requirements may be excluded from further consideration.
1. the Applicant has a combined turnover of $20M per annum over the last three (3) financial years, and is financially viable;
2. the Applicant has demonstrated previous experience in the successful delivery of similar type of Technical Advisory and Concept Design services in complex, high risk infrastructure environments in or around brownfield rail corridor environments over the last five years;
3. the Applicant has demonstrated a work health and safety management system, environmental management system and quality management system that meets both NSW Government guidelines and ISO standards; and
4. That the Applicant is currently an Authorised Engineering Organisation (AEO) or capable of obtaining AEO authorisation to provide services in all the disciplines relevant to this Project prior to contract award. Where there are gaps between the TfNSW requirements and your Authorisation, indicate in your response how you would manage the provision of these services (whether self-performed or through sub-contract arrangements)
5. Confirmation that the Tenderer is willing to be exclusive to TfNSW and not participate in the tender for the MTMS Incentivised Delivery Partner
An EOI Briefing session will be held at 12:30 pm on Tuesday, 4 December 2018 at the SMC Conference & Function Centre, 66 Goulburn Street Sydney NSW 2000. Attendees: Maximum 3 persons.
A Prerequisite to attendance at the EOI Briefing is that the participants sign a Confidentiality Deed Poll.
