Tender Details

The Office of Environment and Heritage recently launched the Power to Save – Household and Small Business Upgrade Program (HASBUP) to support households and small business to install energy efficient appliances and equipment. The program is part of the Energy Affordability Package announced by the NSW Premier in September 2017. This four-year program aims at:

  • helping households and small businesses save energy and money, and
  • building the energy efficiency market for small energy users in NSW.

The program will do this by providing over $40M of incentives through competitive funding rounds to energy efficiency service providers to deliver upgrades to households and small businesses. This will include upgrades to efficient LED lighting, air-conditioning and heating, refrigeration and hot water. The first funding round, worth $9 million (ex. GST), focused on lighting upgrades and is being delivered through the Energy Savings Scheme.

This tender supports the delivery of the High-Efficiency Air-Conditioner Round (AC Round), which will provide incentives for the installation of high-efficiency air-conditioners (ACs). The incentive is designed to shift customers that were already going to purchase an air-conditioner to purchase a more efficient AC.

Note that the incentives under the AC Round won’t be delivered through the Energy Savings Scheme. Rather, the AC Round will provide a platform to test administrative and evidence gathering processes that fit well with existing industry processes. The aim is to use the experience from the AC Round to inform possible improvements to the Energy Savings Scheme to then provide longer-term incentives for high-efficiency ACs across NSW.
