More Trains More Services Financial Auditor and Independent Estimator - IPD-19-7839

The More Trains More Services Stage 2 Program is a holistic and integrated delivery plan to implement service improvements on the T4, T8 and South Coast lines. Designed to deliver capacity, reliability and connectivity improvements for customers, the Program will deliver the requisite fleet, enabling network infrastructure, power, and supporting readiness activities utilising an integrated and efficient approach.

The Financial Auditor Services comprises of, but is not limited to, undertaking a structured regime of audit activities in order to ensure compliance with the requirements of the Incentivised Delivery Agreement.

The Independent Estimator Services comprises of, but is not limited to, the development of a Target Outturn Cost (TOC) which is acceptable to Transport for NSW for future works.

Sydney

Tenderers must complete the Confidentiality Deed Poll and submit (via email) to the Contact Officer.

Upon receipt of completed Confidentiality Deed Poll TfNSW may, at its discretion, release the password to open the tender documents to organisations that TfNSW deem is capable of providing the services.

Minimum Requirements

The Tender Submissions will initially be assessed against the following Minimum Requirements:

Financial Auditor

• Evidence that the Tenderer has demonstrated experience of providing similar financial auditing services in the last 5 years on major projects with a value in the order of $100 million and that feature a significant reimbursable cost component;
• Evidence that the Tenderer’s Key People, who are nominated to provide the financial auditing services, have demonstrated experience in the performance of a similar financial auditing services role(s) in the last 5 years on major projects with a value in the order of $100 million and that feature a significant reimbursable cost component.

Independent Estimator

• Evidence that the Tenderer has demonstrated experience providing similar independent estimating services in the last 5 years on major projects with a value in the order of $100 million and that feature a significant reimbursable cost component;
• Evidence that the Tenderer’s Key People, who are nominated to provide the Services, have demonstrated experience in the performance of similar independent estimating role(s) in the last 5 years on major projects with a value in the order of $100 million and that feature a significant reimbursable cost component.

Tenderers that do not meet these Minimum Requirements respective to their submission will not be assessed as part of the evaluation process.
