In May 2019 Property NSW released EOI - Whole of Government Integrated Security Contract -10023901.This RFP is the tender submission phase of the project.
Proponents should note that in July 2019, following a restructure of government departments, this contract is now being delivered by Public Works Advisory (PWA), Department of Planning Industry and Environment. Tender documents have been updated to reflect the change.
PWA is delivering the procurement of a new Whole of Government Integrated Security Contract. The contract will commence as soon as practicable and is proposed to run for 3 years plus 4 x 1 year options.
The scope of the Services of the Contract includes:
· Guards
· Armed Guards
· Ranger Services
· Mental Health Security Officers
· Alarm Monitoring and Response
· Control Room Operators
· Crowd Control Guards
· Electronic Security Services
· Cash in in Transit – Soft Skin or Armoured
The Contract is divided into 7 contract region packages across NSW. A sufficient number of Contractors will be appointed to a panel to adequately service the Customers’ needs in NSW under the Head Agreement. Proponents will be able to submit for one or more regions. There is a strong preference for the Contractor to supply an extensive range of goods and services within each Region for which they are appointed. Capacity to provide services directly, rather than via sub-contracting arrangements, is preferred.
The contract is a standing offer arrangement or panel contract. This is a contract made between PWA and a supplier or suppliers. PWA makes it with the supplier for the benefit of customer agencies i.e. does not necessarily buy any goods or services from the supplier. Under the panel contract, the supplier agrees to provide services to a customer agency if an order is placed by an eligible customer.
The combined value of all agency customer contracts under the whole of government arrangement, ranging from small to large engagements, is estimated to be $50 to $60 million per annum. This contract is not the only opportunity to supply security services to the NSW government.
Aboriginal security businesses are strongly encouraged to apply to this RFP. The panel will highlight appointed Aboriginal business to support direct engagement opportunities up to $250,000 in accordance with the Procurement Policy Framework.
With the exception of the Contact Officer engaged for this procurement process, respondents must not contact any employee or office of PWA, elected members of the Commonwealth, State or Local Governments (or their staff), officers of the NSW Government, officers of the local Government authorities, or the NSW Government’s advisors with a view to providing information in respect of any part of the EOI & RFP, the EOI or RFP process or their Response, or attempt to support or enhance their prospect of being selected as a successful respondent. Any unauthorised communication or attempted approach by a respondent may lead to the respondent’s exclusion from the RFP process if it is contrary to the NSW Government Procurement Policy Framework any relevant NSW Government policy.

Additional Details / Instructions
An optional briefing session will be held on 11 September 2019 commencing at 2:00pm at 66 Harrington Street, Sydney NSW 2000 to discuss the RFP.
- Owing to operational constraints it is requested that only two (2) representatives from each Proponent attend the briefing. All prospective Proponents may attend the briefing in order to submit a Conforming Proposal and acquaint themselves with the requirements of the RFP.
- Proponents should thoroughly read the RFP prior to attending the briefing.
- The Proponent must notify the Contact Officer of its intention to attend by 12:00pm at least 3 working days prior to the briefing.
