Tender Details

WestConnex is part of an integrated transport plan to keep Sydney moving. The new 33-kilometre motorway will provide vital support for Sydney’s long-term economic and population growth.

WestConnex is being delivered by Sydney Motorway Corporation in three stages:

  • Widen and extend the M4 Motorway and in underground tunnels between Homebush and Haberfield.
  • Double road capacity along the M5 corridor with the New M5 underground tunnels running between St Peters and Kingsgrove.
  • Provide an underground link between the extended M4 and New M5 motorways creating a seamless journey without traffic lights.

The M4-M5 Link will connect, via twin underground tunnels, the M4 East at Haberfield with the New M5 at St Peters, creating a western bypass of the Sydney CBD.

The design for this vital section of WestConnex has been redefined to increase the capacity of the twin tunnels from three to four lanes in each direction. Increasing the lane capacity of the M4-M5 Link will help future-proof Sydney’s road network as it connects to other major road projects including the proposed Western Harbour Tunnel and F6 motorway extension.

The project will be delivered in two phases with the first phase, the twin tunnels potentially opening to traffic in mid-2022.

The second phase includes an interchange at Rozelle built largely underground at the disused Rozelle Rail Yards. The interchange will connect to the surrounding road network and also have a direct underground link to the southern abutment of the Iron Cove Bridge.

The ‘Iron Cove Link’ will provide a 1.1 kilometre, toll-free tunnel to Rozelle reducing traffic on this section of Victoria Road by up to 50 percent. Building the interchange mostly underground also allows for the creation of almost 10 hectares of new green open space at the Rozelle Rail Yards site.

Package 1: Main Tunnel Works – the scope for the Main Tunnel Works is expected to include:

  • 5.1 kilometres of twin tube tunnel from WestConnex New M5 at St Peters to Rozelle Interchange and St Peters ramps.
  • 3.6 kilometres of twin tube tunnel linking to Rozelle Interchange with WestConnex M4 East at Wattle Street and Wattle Street Ramps.
  • Ventilation and motorway operations control facilities.
  • Works are anticipated to commence in 2018 with opening completion expected in 2022.

Package 2: Rozelle Interchange - the scope for the Rozelle Interchange is expected to include:

  • Rozelle Interchange connecting the M4-M5 Link Main Tunnel to the surface and the Anzac Bridge, including provision for future connectivity to the Western Harbour Tunnel.
  • Construction of the Iron Cove Link diverting traffic from Victoria Road through a tunnel to Anzac Bridge and the M4-M5 Link main tunnels.

Sydney Motorway Corporation (SMC) is inviting suitably experienced and qualified organisations to register to participate in the Expression of Interest process for the design and construction of the M4-M5 Link - Main Tunnel Works (EOI Process).

This registration for the EOI Process is for the design and construction of the M4-M5 Link - Main Tunnel Works package only. The M4-M5 Link - Main Tunnel Works package will be delivered under a lump sum Design and Construct (D&C) contract.

The Invitation for Expressions of Interest will only be released to organisations that have registered in accordance with the requirements specified in the attached document titled “SMC - WestConnex - M4-M5 Link - Main Tunnel Works Registration for EOI”, to the satisfaction of SMC.

SMC will accept receipt of registration for EOI documents (completed Registration Form and executed Process Deed Poll) until 12pm on Wednesday 30 November 2016.
