Background:
Contract 370 Supply of Card Fuel and Associated Services is scheduled to expire on 31 December 2020. Current contract is with three major oil companies - Caltex, BP, and Viva Energy. The total Contract 370 annual volume is approximately 240 million litres including the fuel usage from NSW, QLD, and ACT agencies. Of this total volume, NSW Government, including eligible purchasers (eg Councils, NFP), annual consumption on contract 370 is approximately 140.90 million litres and the QLD government consumption is approximately 88.23 million litres via fuel card transactions. Total estimated value of the agreement is approximately $293 million per annum which could vary per the fuel price volatility.
In the financial year 2017-2018, NSW/ACT customers consumed approximately 22.18 million litres of E10, 21.54 million litres of Unleaded petrol, 10.78 million litres of premium unleaded petrol, 31.73 million litres of Diesel - G10, 54.058 million litres of Ultimate diesel, 0.595 million litres of LPG, and 913 litres of E85 totalling to combined volume of approximately 140.90 million litres of fuel.
In NSW/ACT a total of approximately 84,158 active cards (58,697 with Caltex, 14,296 with Viva, and 11,165 with BP) are in distribution whilst with the QLD jurisdiction a total of approximately 45,269 active cards (Caltex 29,590, BP 15,432 and Viva 247) are in distribution.
NSW Procurement manages Contract 370 and centrally makes the payment to oil companies on the NSWGovernment Agencies' consumed volume, whilst other individual organisations such as councils, and other not-for profit organisations pay their invoices separately. Smartfleet and SG Fleet are NSW government's two Fleet Managers who issue fuel cards to individual government agencies on behalf of the oil companies. The oil companies also issue fuel cards to other eligible customers of this contract as needed.
The QLD government and the ACT government fuel card accounts are separately managed by the respective jurisdications under the terms and contions of this agreement.
