Tender Details
Transport for NSW (TfNSW) seeks to engage a suitably qualified organisation to undertake the design and construction of the Rooty Hill Easy Access Station Upgrade and Multi-Storey Car Park, under the Transport Access Program.
The Project will improve accessibility and commuter parking at Rooty Hill Station through the construction of:
- four new lifts and stairs from station entrances to platforms;
- a new pedestrian footbridge, larger platform canopies, upgrades to CCTV and lighting;
- a new multi-storey car park with lift access; and
- new pedestrian links and crossings to the station and bus stops.
Tenderers are required to comply with the Minimum Requirements as detailed in the Conditions for Participation below.

Conditions for Participation
Tenderers must comply with the following Minimum Requirements:
- The Tenderer has a combined turnover in construction contracting activities greater than $20 million per annum for each of the last three years on average;
- The Tenderer’s team is accredited by TfNSW’s Asset Standards Authority (ASA) as an Authorised Engineering Organisation (AEO) for all relevant disciplines;
- The Tenderer possesses a Work Health and Safety Management System that is capable of meeting the requirements of the NSW Government Work Health and Safety Management Systems and Audit Guidelines (5th Edition, published September 2013), the Work Health and Safety Act 2011 and the Work Health and Safety Regulation 2011;
- The Tenderer possesses a Quality Management System certified to the current AS/NZS ISO 9001 or equivalent; and
- The Tenderer possesses an Environmental Management System certified by an appropriately recognised third party as complying with ISO 14001:2004 Environmental Management Systems, and that has been assessed or accepted by a relevant NSW government construction agency as complying with the requirements of the NSW Government Environmental Management System Guidelines (3rd Edition August 2013, updated 13 January 2014) as current or replaced from time to time, or equivalent.
- The Tenderer is to demonstrate in less than one page the ability to deliver a project without exposing the Government or community to an unacceptable or adverse actual or reputational risk, including:
- Delivery of previous projects (time / quality / cost)
- Maintenance of good corporate citizen status (litigation / solvency / media scrutiny / government relations / relationships with sub-contractors)
- Commitment to, and engagement with, the local region / community
