Tender Details

Sydney Metro is Australia’s biggest public transport project. A new standalone railway, this 21st century network will deliver 31 metro stations and 66 kilometres of new metro rail for Australia’s biggest city – revolutionising the way Sydney travels. Services start in 2019 using Sydney’s new generation of fully–automated metro trains.

 

The Sydney Metro City & Southwest project includes a new 30km metro line extending metro rail from the end of Sydney Metro Northwest at Chatswood under Sydney Harbour, through new CBD stations and south west to Bankstown. It is due to open in 2024 with the ultimate capacity to run a metro train every two minutes each way through the centre of Sydney.

The scope of Southwest Metro Design Services includes, but is not limited to, the following:

 

  1. Site investigations within stations and the rail corridor

  2. Design of conversion of heavy rail brownfield stations to metro rail stations

  3. Design of works within a live, heavy rail possession environment

  4. Interfacing and co-ordination with rail systems and train operations disciplines

  5. Liaising with diverse stakeholders

  6. Design of connectivity with the local precinct and other modes of transport

  7. Urban design and place-making

  8. Design of branding and wayfinding assets

  9. Improvement / optimisation of Customer experience for transport users

  10. Re-purposing / adaptive re-use of existing assets, including significant heritage assets

  11. Design of brownfield heavy rail and metro rail systems

  12. Design of rail track and traction power facilities

  13. Major civil and structures design (including excavation, retaining walls, segregation fencing, roads, bridges and buildings) works

  14. Design of major stormwater drainage assets

  15. Deign of major utility service works

Suitably experienced and qualified organisations should register their interest in participating in the tender process by completing a Registration to Participate form and a Confidentiality Deed Poll and sending these to Sydney Metro's Contact Officer at SydneyMetroSWDesign@transport.nsw.gov.au. Sydney Metro will register suitable organisations to participate in the tender process (Tenderers).

Conditions for Participation

 

Minimum requirements in this procurement process include that the entity is bona fide and has the legal and financial capabilities and the commercial and technical abilities to fulfil the requirements of the Southwest Metro Design Services.

Interested Parties should note that any Tenderer submitting a tender must demonstrate satisfaction of the following:

1.      Demonstrated experience (3 projects) in the provision of brownfield railway station design services on a multi-disciplinary project within the past 10 years, each with a total construction/upgrade value of greater than $10 million;

2.      Demonstrated experience (3 projects) in the detailed design of heavy rail corridor and signalling works within the last 10 years, each with a capital value greater than $15 million;

3.      Demonstrated capability, approach and track record to successfully undertake the following:

a.      Site investigations within stations and a rail corridor;

b.      Design of works within a live, heavy rail possession environment;

c.      Interfacing and co-ordination with rail systems and train operations disciplines;

d.      Liaison with diverse stakeholders including councils, roads authorities and government agencies;

e.      Design of connectivity with the local precinct and other modes of transport;

f.       Urban design and place-making;

g.     Design of branding and wayfinding assets;

h.      Improvement / optimisation of customer experience for transport users;

i.       Re-purposing / adaptive re-use of existing assets;

j.       Works with significant heritage assets;

k.      Design of major civils and structures (including excavation, retaining walls, segregation fencing, roads, bridges and buildings) works;

l.       Design of major stormwater drainage assets; and

m.    Works with utility service providers.

4.      Hold AEO authorisation for the full range of specialist engineering services/disciplines required for the Southwest Metro Design Services

5.      Demonstrated financial capacity to undertake the services.

Tenders submitted which do not demonstrate to Sydney Metro’s satisfaction fulfilment of the above Minimum Requirements will not be assessed.
