Tender Details
Through this intended procurement event, due for public release on the 02/05/2016, the Department intends to establish a panel of quality training providers that have the necessary skills, resources and experience to deliver one or more Board of Studies Teaching and Educational Standards NSW (BOSTES) Vocational Education and Training (VET) courses (which include Australian Qualification Framework (AQF) outcomes to classes of school age students across NSW, in industry standards facilities and/or flexibly, using a range of technologies.
The Panel will comprise the following 10 industry based sub-panels;
- Agriculture & Environmental Management
- Arts & Design
- Business & Information Services
- Construction & Property
- Health & Community Services
- Manufacturing, Engineering & Utilities
- Recreation Services
- Service Industries - Tourism & Hospitality
- Service Industries - Other
- Transport
Note: Delivery of training to school-based apprentices and trainees is not included in this procurement event.

Conditions for Participation
Interested parties should note the following eligibility requirements;
General Eligibility Requirements
• The Respondent may only submit a RFx Response if it is a legal entity with the capacity to enter into and perform the Contract.
• The Respondent must have an ABN, unless otherwise approved in writing by the Department.
• If a RFx Response is to be jointly submitted by more than one party, the Respondent submitting a response should be a single legal entity. If the single legal entity submitting a joint response is successful, the Contract must be entered into with the single legal entity.
• If any part of the Deliverables is to be supplied by a sub-contractor, the Respondent must identify the subcontractor and clearly state which goods or services are to be provided by the sub-contractor. If the Respondent is successful, the contract would be entered into by the Respondent and the Respondent will be responsible for the sub-contractor's performance of the contract.
• The Department encourages participation of Small and Medium Enterprises, including Aboriginal Businesses and employers of disabled people (Australian Disability Enterprises) wherever this is applicable to the requirements. This participation may be through direct engagement or through the Respondent’s supply chain. Respondents should clearly indicate their status or inclusion of these business types as parties in the engagement for this requirement. The Department should be notified via Ariba Event Messaging if any aspect of this RFx provides unnecessary barriers that effectively prohibit participation by these businesses.
Special Eligibility Requirements
To be considered for inclusion on an Industry Training Panel for face to face, online or blended delivery panel Respondents must;
1. Be registered with ASQA and have been successfully reregistered once or have completed an initial registration audit and addressed any issue arising from the audit to the satisfaction of ASQA;
2. Not have any restriction or other sanctions imposed by ASQA that will affect their ability to deliver selected courses;
3. Be registered for at least one qualification from the list of identified courses to be purchased in that panel;
4. Have experience in delivering training to 15 – 17 year olds;
5. Be able to demonstrate at the time of application ownership of the required training facilities, tools and equipment, or have on going access to the required training facilities, tools and equipment through an enforceable legal agreement, such as a lease, for the duration of the panel.
To be considered for inclusion on an Industry Training Panel for Online delivery, either total or partial, in addition to satisfying items 1 – 4 above;
6. Respondents must be able to demonstrate at the time of application that they have systems and technology that are:
a) device agnostic, so that student may use a variety of devices to access the online learning material, and
b) W3C compliant to ensure accessibility and learning material format meets the needs of individuals
7. Respondents must also have help desk facilities to support both the system and students.
The Department may, at its absolute discretion, amend these Conditions for Participation. Respondents will be required to satisfy all participation conditions and mandatory requirements specified within the published RFT documents.
Estimated Timeframe for Delivery
The Department expects to open this procurement event for responses on the 02/05/2016 and close the event at 2pm on the 06/06/2016.
The panel is expected to be established by mid July 2016 with bookings / enrolments available from late July 2016 for courses commencing in 2017 and be in operation for a period of 4 years.
