Moss Vale Civic Centre – Refurbishment - EOI 6350/19.1

Council (the Principal) is seeking Expressions of Interest from appropriately qualified and experienced Contractors to complete the Moss Vale Civic Centre – Refurbishment.

Successful Respondents will form a select tender panel of a maximum of five (5) Contractors. The select tender panel will participate in a two stage Request for Tender (RFT) which will include an Early Tenderer Involvement (ETI) process followed by a Construct Only Selective RFT.

A more detailed brief of the extent of services required by Council is set out in Volume 1 - Specification which is included as part of the Expression of Interest documentation.

In accordance with Council Policy and Guidelines, Council invites expressions of interest in accordance with this Invitation and the following accompanying documents:

• Any published Addenda

Expression of Interest for Specific Contracts - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a specific work or service. Applicants are initially evaluated against published selection criteria, and those who best meet the required criteria are invited to Tender (as tender type Pre-Qualified/Invited).

Evaluation Criteria

The information required by the Respondent will be used to evaluate responses in accordance with pre-established Mandatory Participation Criteria, Non-Cost Criteria, and Cost Criteria.

Mandatory Participation Criteria will be assessed on a Yes/No basis and MUST be met by the Respondent. If a response fails to fully comply with any of the outlined mandatory criteria, Council may deem the response to be non-conforming and therefore not be eligible to be shortlisted and progress any further in the evaluation.

Non-Cost and cost criteria will be evaluated as weighted criteria by the Evaluation Panel for determining an overall value for money evaluation of the Respondent's submission. Failure to fully comply with non-cost and cost weighted criteria may reduce the Respondent's overall score but will not result in the exclusion of the Response from further consideration.
