I&P Safety Engineering Assurance Procedure 4TP-PR-004 requires an Independent Safety Assessor to review the safety assurance activities for the Parramatta Light Rail project.
The services include:
a) development of documentation to support the argument that risks have been managed so far as is reasonably practicable throughout the project delivery; and
b) to ensure a consistent and coherent safety argument for the light rail infrastructure and light rail vehicle fleet can be transferred to the future operator facilitating it to successfully apply for accreditation as the RTO of the Parramatta Light Rail Transportation in accordance with the Rail Safety National Law.

Tender Submission Requirements
Tenderers must submit their responses as two separate files only. The first file is to consist of the completed 'Non-Commercial Schedules' and is to exclude any reference to pricing. The second file is to consist of the completed 'Commercial Schedules'.
Multiple separate documents will not be accepted unless you obtain prior approval from TfNSW. This ensures that the tenders are complete and accurate, and presented in the manner intended by the Tenderer.

Minimum Requirements:
The Tenderers must demonstrate as a minimum:
1. Provide evidence that the Lead Safety Assessor has at least 5 Years experience of managing safety reviews and safety assessments;
2. The Tenderer must be an AEO for the scope of activities under the Services Brief and generally as indicated in the AEO Engineering Services Matrix provided in Appendix B of the Services Brief or evidence of being in the process of securing ASA Authorisation as an ISA AEO and provide evidence of lodgement of application.
