The Services for Business Case Development include the following:
- Strategic Advice and Support: Provide guidance on business case development, feasibility options and support with stakeholder briefings, status updates and consultation.
- Financial appraisal and cost-benefit analysis: Undertake a financial appraisal, cost-benefit analysis and financial benefits.
- Risk adjusted capital cost and whole of life cost estimation: Time-phased estimated total cost to deliver the program, including capital and operating (operations and maintenance).
- Value management study: Facilitation of the value management process and writing the Value Management Study.
- Coordinate writing of technical appendices: Coordinate the Principal’s team to document design, safety and assurance appendices to the FBC.
- Write program management plan appendices: Drafting of all program initiation appendices to the FBC.
- Business case writing: Writing of the FBC to achieve milestone dates and NSW Government approvals.
- Investment assurance support: Support the Principal to present the FBC so that required internal and external endorsements and approvals are obtained.
- Management of Professional Services Contract (PSC) delivery: PSC’s management of its own staff and resources to deliver the Services and Deliverables
- Integrated schedule management: development and management of an integrated schedule monitoring progress against key milestones

Business Case Industry Briefing
A Business Case Industry Briefing will take place at 9am - 11am on Tuesday 28 November 2017 in Rooms 6 - 9 at TfNSW, 241 O'Riordan Street, Mascot, NSW, 2020.
Business Case Industry Briefing to take place in Room 13 on Ground Floor.
Attendees are required to confirm attendance with contact officer. 2 pax limit per Tenderer.
Attendees are required to arrive 15 minutes early to sign in with TfNSW concierge on Ground Floor.
Address for Lodgement
Electronic lodgement only - no password protection. Questions MUST be submitted in writing to the email address supplied quoting "ISD-17-6919" in the subject line. Tenderer must submit their response as two (2) separate files only. The first file is to consist of the completed "Non-Commercial Schedules" and is to exclude any reference to pricing. The second file is to consist of the completed "Commercial Schedules". Multiple separate document will not be accepted, unless you obtain prior approval from TfNSW
Conditions for Participation
Minimum Requirements
- Evidence that the Tenderer has successfully provided similar services in the development of a final business case in the past five years for comparable complex significant transport or rail programs.
- Evidence that the nominated personnel to lead key components of the services each have a minimum of 10 years’ experience in the provision of services to develop a Final Business Case for similar significant transport or rail programs with a project value greater than $100million.
Tender responses that do not meet the Minimum Requirements will not be assessed by the Tender Assessment Committee.
