Tender Details
Council (the Principal) is seeking Expressions of Interest from appropriately qualified and experienced Contractors to manage and/or innovatively utilise approximately 76 Ha (188 acres) of arable land known as “Wirringulla” in Glenquarry, NSW. The property is currently zoned E3 Environmental Management under Wingecarribee’s Local Environmental Plan 2010 (WLEP 2010).
The primary purpose of this EOI is to gather information from interested parties to either:
OPTION A – manage the property for the controlled discharge of tertiary treated effluent on the property in compliance with the licences, regulations and any other conditions as outlined, and to produce a silage crop (or other crop by negotiation) as directed by Council.
or
OPTION B (Council’s preferred option) - manage the property for the controlled discharge of tertiary treated effluent on the property in compliance with the licences, regulations and any other conditions as outlined,
AND the Contractor will lease the land from Council for an agricultural or other suitable enterprise. The Contractor must leave the land in a neutral or improved condition at the end of the Contract period.

Evaluation Criteria
The information required from the respondent will be used to evaluate responses in accordance with pre-established Mandatory Participation Criteria, Non-Cost Criteria, and Cost Criteria.
Mandatory Participation Criteria will be assessed on a Yes/No basis and MUST be met by the Respondent. If a response fails to fully comply with any of the outlined mandatory criteria, Council may deem the response to be non-conforming and therefore not be eligible to be shortlisted or progress any further in the evaluation.
Non-Cost and cost criteria will be evaluated as weighted criteria by the Evaluation Panel for determining an overall value for money evaluation of the Respondent’s submission. Failure to fully comply with non-cost and cost criteria may reduce the Respondent’s overall score but will not result in the exclusion of the Response from further consideration.
