This RFP seeks to gauge interest in and understand the costs of providing a public transport service between the towns of Tottenham and Dubbo (via Albert), initially on one day per week for a period of six months.
The key outcomes that we want to achieve are:
• Safe and reliable provision of a weekly public transport service between Tottenham (via Albert and Narromine) and Dubbo. Customers would have sufficient time (approximately four hours) to transact business and undertake activities in the regional city of Dubbo, before returning home.
• Provision of services to any member of the public including people with disabilities. The provision of fully accessible services is a longer term objective. In the first six months of the Pilot TfNSW is seeking to obtain the highest degree of accessibility in balance with other objectives. This may mean that the provider/s may need to assist some customers into and out of the vehicle or provide an appropriate step or other features to improve access.
• Service quality. This is a booked service so that customers have confidence they have a seat and connections work smoothly. It is a service requirement that the operator provides assistance with luggage and parcels. The operator may run the booking system or would need to work closely with a booking service established by TfNSW
• Value for money. Provision of quality services in the most cost effective manner possible. The emphasis is on using existing resources in the best way possible, rather than be fixed on a particularly vehicle type or specification as long as it is fit for purpose.
Transport for NSW (TfNSW) is undertaking a project (known as the Flexible Transport Pilot) to test proposals about how to deliver improved public transport in the western area of NSW.
These proposals seek to improve services using existing transport resources, for the least cost, while providing a quality service. The Tottenham (via Albert and Narromine) — Dubbo service is a part of the Flexible Transport Pilot (FTP). If the service is successful there may be further contract extension to June 2018.
