Tender Details

Transport for NSW has released a Request for Tender for private sector interest to restore, operate and maintain the Cowra Lines on a commercially sustainable basis under a fixed term licence. 

The non operational Blayney to Demondrille and Koorawatha to Greenthorpe railway lines known as the “Cowra Lines” are part of the Country Regional Network which is owned by Transport for NSW.  The Cowra Lines include 175 km of Class three lines Blayney and Demondrille and an additional 25km of Class five lines between Koorawatha and Greenthorpe.

A successful Respondent to the Tender for the Cowra Lines will be granted exclusive rights to restore, operate and maintain the Cowra Lines under a fixed term licence.  The Cowra Lines will be operated on a commercially sustainable basis and the successful Respondent will retain all access fees for the Cowra Lines.

It should be noted that there will be no NSW Government funding or subsidy provided to a successful Respondent during the term of the licence.

The existing operations and maintenance contractor for the Country Regional Network, John Holland Rail, will have the Cowra Lines removed from the scope of its contract with Transport for NSW.

Word and PDF copies of Transport for NSW’s Request for Tender (RFT) for The Cowra Lines and draft Project Deed for the Cowra Lines are attached.  A Cowra Lines RFT data room has been established that contains information that will assist Respondents in completing the Returnable Schedules.

Respondents seeking to access the data room must first complete, sign and return the Confidentiality Deed Poll contained in Attachment 2 of the RFT document and return it to Mr Scot Taylor, Cowra Lines Tender Manager. Upon receipt of the completed Confidentiality Deed Poll, Mr Taylor will provide email advice to Respondents to facilitate access to the data room.

Respondents should further note that a non mandatory Request for Tender briefing session will be held between 9.00 a.m and  12.00 noon on 8 April 2014 at the Cowra Civic Centre.  Attendance at the briefing is recommended as it will provide an opportunity to obtain further details on the requirements for completing the RFT Returnable Schedules. The Cowra Civic Centre is located at 78 Darling Street, Cowra.

Interested Respondents must complete all Returnable Schedules contained in the RFT Document and submitted by no later than 2.00pm on 25 July 2014.
