Tender Details

As part of the Automatic Train Protection (ATP) Program, Transport for New South Wales (TfNSW) invites Expression of Interest (EOI) from organisations interested in undertaking the role of Installation Contractor for the ATP H-Set Fleet Onboard Installation Project (“Project”).  The Project encompasses:

  • installation, testing, commissioning and handover of European Train Control System (ETCS) on 53 trains of the H-Set fleet in accordance with the installation design, installation work instructions and test procedures supplied by TfNSW;
  • supply of non-ETCS hardware as per the bill of materials supplied by TfNSW; and
  • provision of suitable site facility for the Works.

Expression of Interest for Specific Contracts - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a specific work or service. Applicants are initially evaluated against published selection criteria, and those who best meet the required criteria are invited to Tender (as tender type Pre-Qualified/Invited).

Applicants must submit their response as one (1) file only. Multiple separate documents will not be accepted, unless prior written approval is obtained from TfNSW.

Conditions for Participation

To be considered for shortlisting through the EOI process, Applicants must demonstrate that they pass all Minimum Requirements as outlined in Section 1.2 of the Expression of Interest document.
A mandatory EOI briefing and train inspection session will be held as per the details below:

  • EOI Briefing:   8 July 2014 (Tuesday) at 8:00 am
  • Train Inspection:  8 July 2014 (Tuesday) and 9 July 2014 (Wednesday)
  • Venue: Millennium Meeting Room, Oscar Maintenance Centre (OMC), 136 Railway Parade, Erskinville NSW 2014

To gain access to the Invitation for Expression of Interest (EOI), the Applicant must complete and return by email to the Contact Officer, a correctly executed “Confidentiality Deed Poll” which is attached to this public advertisement.   

Applicants must contact the Contact Officer to register their intention to attend the mandatory EOI briefing and train inspection by 10:00 am on Friday 4 July 2014.  No more than three (3) persons from each Applicant may attend the EOI briefing and train inspection.  The Applicant must confirm the names of the proposed persons from the Applicant who will attend the EOI briefing and train inspection. 

It is a pre-condition to attendance at the mandatory EOI briefing and train inspection that the Applicant has returned to the Contact Officer the “Confidentiality Deed Poll” and that each of the Applicant’s attendees who propose to attend at the mandatory EOI briefing and train inspection have also completed and signed the “Confidentiality Undertaking” contained within the “Confidentiality Deed Poll” and that all of the relevant Confidentiality Undertakings have been returned by the Applicant to the Contact Officer by no later than 10:00 am on Friday 4 July 2014. 

The Contact Officer will provide an information pack for the EOI briefing and train inspection upon registration, including details on the train inspection schedule, PPE requirements and the protocol for train inspection.
