Tender Details

The objective of the Development Management services is to assist the further development and renewal of the Honeysuckle Project area, with a focus on both the Cottage Creek precinct, and the interface with the Revitalising Newcastle project.

The services required as part of this engagement are described below:

  •  Travel to and attendance at all meetings required for any services or work directed by HDC;
  • Direct engagement with planning authorities, utility and infrastructure providers and community stakeholders as required;
  • Scope, tender and manage third party consultants assisting capitals works, site disposal and masterplanning activities;
  • Manage the site disposal process including preparation of call documents, coordination of the evaluation process and preparation of recommendations;
  • Financial modelling and budgeting;
  • Scheduling to ensure timely delivery of internal and external inputs;
  • Prepare internal briefings, reports and approvals;
  • Provide resources to capital works, planning, infrastructure and/or other activities as required; and
  • Work as part of the HDC team which may require management of internal HDC staff.

Request for Proposals - An invitation for expressions of interest / seeking preliminary proposals. In many cases these may be used as a basis for shortlisting tenderers, along with other criteria such as expertise and experience. Prospective tenderers are initially evaluated for their proposal against the relevant selection criteria. A number of those who best meet the criteria are invited to tender. For complex or some other types of procurement, where the product or service outcomes are highly dependent on the content of the proposals received from Tenderers, the outcome may be negotiated.
