Tender Details

The NSW Government is delivering a New Intercity Fleet to replace the trains carrying customers from Sydney to the Central Coast, Newcastle, the Blue Mountains and the South Coast.

A number of key infrastructure projects are being delivered by the NIF Infrastructure Delivery Team as enablers to the deployment of the new fleet of intercity trains. These projects include:

• Maintenance Facility at Kangy Angy

• Route Clearance Works on the Blue Mountains Line

• Commissioning and Stabling Facilities, and

• Station and Signalling Enabling Works across the intercity rail network.

Office Location

The Deputy Director Infrastructure Delivery, NIF role is based at Chatswood but will be required to travel within the Sydney metropolitan area to attend meetings and from time-to-time also visit the sites under construction.

 Duration of Role

·     Commencement date 29 January 2019

·     5 days per week from 29 January 2019 until 28 January 2020 (Initial Term of Contract)

 

Options to Extend at the Principal’s Discretion

·        5 days per week from 29 January 2020 until 28 April 2020 (Option 1 to extend at Principal’s discretion).

·        5 days days per week from 29 April 2020 to 28 July 2020 (Option 2 to extend at Principal’s discretion).

 Dimensions of role

 1. Provide support to the Director Infrastructure Delivery, NIF who is accountable for the delivery of infrastructure projects across the Sydney Rail Network in order to enable the testing, commissioning, in-service revenue operations, maintenance and stabling of the NIF trains.

2. Manage budgets that have been approved by FIC in accordance with the NIF Governance Process.

3. Manage infrastructure delivery schedules to coincide with the delivery of the NIF trains.

4. Manage asset readiness and operational readiness for the infrastructure projects under delivery.

5. Manage team performance and outputs.

6. Manage safety and environmental compliance.

7. Manage risks and opportunities and provide recommendations to Senior Management as required.

8. Keep stakeholders informed and ensure their requirements are appropriately addressed in project delivery.

9. Facilitate productive working arrangements and foster relationships.

10. Regularly report on project progress (budget, schedule, risks, opportunities, interdependencies, quality, safety, planning and environment, resources, etc).

11. Contribute to NIF Project decision making to ensure best for project outcomes.

Conditions for Participation

Essential requirements:

1. Minimum 15 years’ Post Graduate experience;

2. Minimum 10 years’ experience in a senior role leading the delivery of significant heavy rail infrastructure construction projects;

3. Substantial experience in contract management, risk management, project scheduling & program management;

4. Working knowledge of rail operations and rail stakeholder management;

5. Be a confident speaker, have strong facilitation and influencing skills, and able to lead a team without steering from others;

6. Must be computer literate and have excellent skills in using Microsoft Office packages;

7. The candidate has successfully completed the Rail Industry or Rail Safety Worker Induction (RISI/RSW); and

8. The candidate possesses a general Construction Induction Card (CIC).

 Desirable requirements:

 • Prior experience in a project delivery role within the NSW Transport Cluster so is known to transport stakeholders.

• It would be desirable if the candidate had a working knowledge of TfNSW TSRs and Sydney Trains’ processes and procedures.

 Qualifications

 • Tertiary qualification in engineering or construction.
