Tender Details

Sydney Metro is Australia’s largest public transport project.

Sydney Metro has two core components:

Stage 1: Sydney Metro Northwest – formerly the 36km North West Rail Link. This $8.3 billion project is now under construction and will open in the first half of 2019 with a metro train every four minutes in the peak. Tunnelling has finished and construction is progressing rapidly; and

Stage 2: Sydney Metro City & Southwest – a new 30km metro line extending metro rail from the end of Sydney Metro Northwest at Chatswood under Sydney Harbour, through new CBD stations and southwest to Bankstown.

It is due to open in 2024 with the capacity to run a metro train every two minutes each way through the centre of Sydney.

The NSW Government has identified both stages of Sydney Metro as priority projects.

Stage 2 of Sydney Metro will extend metro rail from Sydney’s booming North West region, beneath Sydney Harbour, through new underground CBD stations and beyond to Bankstown. Services on Sydney Metro City & Southwest are expected to start in 2024.

The first of five tunnel boring machines will be in the ground before the end of 2018 to deliver new 15.5km twin railway tunnels from the end of Sydney Metro Northwest at Chatswood to Sydenham.

The project includes the upgrade and conversion of the existing Bankstown Line to metro standards, increasing services from eight an hour in the peak to 15 new metro trains every hour.

In August 2016 TfNSW will request tenders from suitably qualified and experienced demolition contractors to undertake the deconstruction and demolition of approximately 60 buildings in and around Sydney, generally at future station locations on the alignment of the Sydney Metro City & Southwest.

The demolition works for the Sydney Metro City & Southwest project comprises the deconstruction and demolition of buildings at:

  • Marrickville (to prepare a site for tunnelling activities);

  • Waterloo (for the new Waterloo Station);

  • Pitt Street in the CBD (for the new Pitt Street Station);

  • Martin Place in the CBD (for the new Martin Place Station);

  • North Sydney (for the new Victoria Cross Station);

  • Crows Nest (for the new Crows Nest Station); and

  • Chatswood (to prepare a site for tunnelling activities).

TfNSW currently intends to award 2 or 3 demolition contracts to suitably qualified and experienced demolition contractors, subject to achieving value for money, in late 2016.

Demolition contractors will be required to demonstrate the following qualifications and experience in their tenders:

  • appropriate qualifications and experience in the demolition of high rise buildings in a CBD environment;
  • (including evidence of a current unrestricted demolition licence from SafeWork NSW); and

  • accreditation status or joint venture/alliance arrangements, or evidence that accreditation is being sought under the Australian Government Building and Construction WHS Accreditation Scheme (“the Scheme”).*

* Regulation 24(h) of the Fair Work (Building Industry - Accreditation Scheme) Regulations 2005 outlines provisions applying to joint venture/alliance arrangements that include accredited and unaccredited builders.

Subject to levels of interest, TfNSW is planning to arrange for representatives from the Office of the Federal Safety Commissioner to provide a briefing to interested demolition contractors who currently hold a current and unrestricted demolition licence. The briefing would provide information on the Scheme, including how to apply and comply with its requirements. The briefing will be held at 2:00pm on 28 June 2016 at the Civic Pavilion, The Concourse, Chatswood.

A maximum of three (3) individuals from each entity will be permitted to attend the briefing.

The briefing will be limited to bona fide demolition contractors who hold an unrestricted demolition licence. To register for the briefing a demolition contractor must submit evidence of its unrestricted demolition licence.

Upon TfNSW’s receipt of a complete registration from a bona fide contractor, a confirmation email will be sent to the contact representative.

Registration applications will close at 5:00pm on 22 June 2016.

Due to the high level of interest in the project, seats will be limited. TfNSW encourages you to register early. Individuals who have not registered will not be permitted into the briefing.
