The Scope for this Review is outlined below.
1. An appraisal of the relevance of the Program’s objectives and operation in the national renewable energy policy and regulatory context, also taking into account consumer behaviour and industry conditions. This will involve a review of the Program Rules and marketing materials and should include but not be limited to: an assessment of GreenPower product offerings, contracts, accreditation criteria and process for products and generators, funding options and marketing strategies; taking into account trends in GreenPower product offerings, customer numbers, sales and customer type.
2. Identification and analysis of options for updating and improving the Program, as well as identifying and assessing potential initiatives to promote and maximise the uptake and increase of GreenPower nationally.
3. Specific analysis of the effectiveness of the existing governance model, using historical information and comparison with similar programs elsewhere (e.g. through the use of case studies and literature review).
4. Identification and analysis of options for improving or altering the program’s governance model, including consideration of:
- appropriate involvement of industry and other stakeholders; and
- implications for the operation of the program in relation to each of the following: legal and program integrity, program funding, risks, customer assurance and perception, transparency, probity, economies of scale, relationship between stakeholders, intellectual property and accountability.
5. Consultation with relevant stakeholders, including a Provider’s forum, and a summary and analysis of feedback arising from the consultation.
6. If necessary, the consultant will also develop a transition plan to provide a pathway for the National GreenPower Steering Group (NGPSG) to implement recommendations from the Review, including advice on the order, timing and responsibilities for implementing changes.

Additional Details / Instructions
The following materials will be required from the successful applicant:
· An issues paper is to be developed on the scope of works outlined above, incorporating input from the Advisory Group and the NGPSG, for consultation with stakeholders including a GreenPower Provider forum to be help in Melbourne.
· A draft and final public consultation paper/package incorporating input from the Advisory Group is to follow the issues paper, as appropriate, for consultation with stakeholders.
· A draft and final report with Advisory Group input (combining the issues paper, summary of stakeholder consultation, analysis and recommendations for updating and improving the Program), to assist the NGPSG in determining the feasibility of adjustments to the Program.
· If necessary, a transition plan with Advisory Group input to provide a pathway for the National GreenPower Steering Group to implement recommendations from the review.
