Tender Details


Infrastructure NSW (INSW) intends to commence a two-stage procurement process for a design development, documentation and construction contract for the Sydney Modern Project (the Project).

The Sydney Modern Project scope includes, but is not limited to:

  • a new stand-alone building north of the existing gallery, partly extending over the Eastern Distributor land bridge;
  • conversion of disused WWII naval oil tanks located to the north east of this land bridge into a gallery space and back of house facilities;
  • a covered Entry Plaza;
  • exhibition spaces;
  • roof terraces;
  • landscaping and associated site works
  • loading and service areas; and
  • services infrastructure and an ancillary seawater heat rejection system

The purpose of this Call for Expression of Interest is to:

  • invite suitably qualified entities to submit Expressions of Interest to undertake the Project, so that INSW can select a shortlist to whom it intends to issue the Request for Tender;
  • provide details of the evaluation criteria and the process that will be used in selecting the shortlisted tenderers;
  • provide details of the procurement process for the project; and
  • provide information about the project, including the scope, interfaces and commercial framework for the project.

Expression of Interest for Specific Contracts - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a specific work or service. Applicants are initially evaluated against published selection criteria, and those who best meet the required criteria are invited to Tender (as tender type Pre-Qualified/Invited).

To receive access to the Call for Expression of Interest documents, entities that are able to satisfy the Minimum Requirements criteria are to contact the Contact Officer to obtain a Call for EOI document password.

Conditions for Participation

To be considered for shortlisting to RFT, Respondents must demonstrate that they meet Minimum Requirements criteria in relation to turnover and past experience of delivering projects, including:

  • Annual Turnover of $500 million (Last 3 Years)

The Respondent must demonstrate that they have had a turnover of at least $500m for each of the last three financial years.

  • Performance Venues or Exhibition Spaces (Last 5 years)

The Respondent must demonstrate that they have delivered a detailed design and construction project for a high specification art or cultural institution venue such as a gallery, major event space, conference centre or event venue in the last five years; and

  • Working with an International Architect (Last 5 years)

The Respondent must demonstrate that they have successfully delivered a project as the Principal Contractor that included the involvement of an International architect in the last 5 years.
