The Advertising and Digital Communications Services Prequalification Scheme will be managed by the Communications and Engagement branch in the NSW Department of Premier and Cabinet. The Scheme will provide the NSW Government access to a wide range of skills, expertise and experience covering creative advertising and digital communications categories.
The Scheme will encompass the activities common across Customers that represent the majority of government’s marketing services spend. The two (2) categories targeted by this Advertising and Digital Communications Services Scheme are:
a) Advertising Services
b) Digital Communications Services
It is expected that the bulk of work through the Scheme will relate to Public Awareness advertising activities. Public Awareness advertising refers to advertising that generally runs over a sustained period to raise awareness of key issues or encourage behaviour change and participation. Creative Advertising Services
Communication Strategies, Creative Campaign Development and Implementation, Brand Development and Management, Copywriting, Design, Typesetting and Proofing, Production Services, Multicultural Creative and Communications services and Indigenous Creative and Communications services.
Digital Communication Services
Digital Strategy, Digital Creative Campaign Development and Implementation, Digital Asset Production and Management, Branded Content and Integration, and Social Media.

Use this template to also indicate if you are offering Optional Related Services. These Services may be requested by Customers at their discretion, to assist in the delivery and implementation of NSW Government Campaigns.

Provide names of major shareholders (over 20%) in your company and percentage of ownership. Also advise of particularly large holding companies.

Core Category Services Rates
This will not be used as an assessment criteria but to see what’s happening within the industry. The up-to-date information collected on your company will be uploaded into our e-tenders database for information purposes only.
Please complete the attached template. Rates must be GST exclusive.
Please also provide associated fees if applicable for all of the Optional Related Services offered.
Note: Fees charged for Optional Related Services must be discrete from the creative and/or digital services costs.
Services and Capabilities
Use the attached template to list your top ten (10) clients. From this list, provide a minimum of two (2) case study examples from within the past two (2) years, for each category you're applying for. The examples should be of the work delivered by the Applicant seeking prequalification. Note that one case study should be for a campaign valued at less than $100K, and one case study can go across both categories. Where possible, provide a government, large organisation or community services related example, and a social marketing example.
Please provide at least three (3) relevant references, two (2) of which should be for the case studies provided above.
Please upload the latest certificate of currency for Professional Indemnity Insurance and provide the insurance expiry date. Note that you may need to have up to $10 million in respect of each claim at time of engagement with the Customer.
Please upload the latest certificate of currency for Workers Compensation as required by all relevant laws of Australia relating to workers' compensation, and provide the insurance expiry date.
If Workers Compensation Insurance does not apply to you then please attach a letter, instead of a certificate of currency, explaining why it is not applicable.
Please upload the latest certificate of currency for Public Liability Insurance and provide the insurance expiry date. Note that you may need to have up to $10 million in respect of each claim at time of engagement with the Customer.

Scheme opens to new applications
The Advertising & Digital Communications Services Prequalification Scheme (The Scheme) is open for new applications from Tuesday 7 June 2016. The Scheme provides two categories of services to NSW Government departments: Advertising Services and Digital Communications Services.
The Department of Premier & Cabinet (DPC) centrally manages the Scheme for NSW Government and have revised the Scheme to ensure consistency with current NSW Procurement direction, and provide a more flexible, streamlined application and evaluation of a broader range of suppliers. This will also address the changing and expanding needs of NSW Government’s marketing requirements moving forwards.
Under the revised Scheme arrangements, applications will be received and assessed at any time during the Scheme period, which is currently until end of April 2018.

The Advertising & Digital Communications Prequalification Scheme SCM2701 (The Scheme) has been extended from the 30th of April 2018 to 30th of April 2020. The Scheme provides two categories of services to NSW Government departments: Advertising Services and Digital Communication Services.
The Department of Premier & Cabinet (DPC) centrally manages the Scheme for NSW Government and have extended the Scheme to continue the simplified and efficient procurement of communication services by Government agencies.
Under the revised Scheme arrangements, applications will be received and assessed at any time during the Scheme period, which is currently until the 30th of April 2020. Current successful applicants will remain on the scheme and may be asked to provide additional or up to date documents.
