Tender Details

The New South Wales (NSW) Government recognises that there is considerable scope for improving how the public sector invests in and uses information and communication technology (ICT) to deliver services to people in NSW. 

The NSW ICT Strategy (‘the Strategy’) outlines how government is transforming its use of ICT towards a service orientation. This will drive better service delivery outcomes and provide better value from the annual public investment in ICT. 

NSW Government Procurement and Technical Standards (‘the Standards’) are being introduced to assist agencies move towards ‘as a service’ commercial arrangements to support the direction set by the Strategy. 

The Office of Finance and Services (OFS) would like to make available services that meet these standards to NSW Government agencies through the ICT Service Catalogue (‘the Catalogue’).   

OFS is managing a trial market engagement process to solicit proposals from suppliers who have existing offerings that meet the standards. These offerings will be evaluated by the ICT Procurement and Technical Standards Working Group.   

Offerings that meet the Standard will be loaded into the Catalogue (NSWBuy). This trial process is similar to the current Request for Quote/Request for Tender process with associated resource requirements and delays in providing visibility of supplier offerings to agencies. 

OFS is looking for a solution that will automate the trial process of reviewing and loading entries into the Catalogue.  The automated review process must be available at any time and ensure that proposed services meet the standards and comply with any other relevant whole of government or agency-specific policies

Electronic Tender Box Security
During the lodgement process all submitted responses received successfully are encrypted by the system for security and stored securely in the web site  “electronic tender box”.

To maintain probity, all responses that are received can only be accessed, un-encrypted and opened after the RFT has officially closed.
This is done though a controlled Tender Opening process managed by the Agency’s Tender Opening Committee.

Confirmation & Receipt of RFT response
A detailed system generated electronic receipt is issued for all responses received successfully.
