Department of Services, Technology and Administration was renamed as the Department of Finance and Services in 2011. The change also had the effect of including Land and Property Information (formerly part of the former Land and Property Management Authority), the Office of State Revenue (formerly part of NSW Treasury) and a number of other staffing groups and functions.  

Early work has been undertaken to design the elements of a Corporate Operating Model (COM) for Executive, Finance and Corporate services in DFS. Work is now required to prepare a business case for the final design and implementation of a COM for Executive, Finance and Corporate services.  The core focus is on aligning, improving and integrating corporate services policy, process, systems and people to provide tangible, realisable benefits and contribute to business sustainability with a strong focus on an aligned organisational culture, business ownership and job satisfaction. 

The Department requires a strategic business case to enable the Executive to:

§          Quantify the value of the Corporate Operating Model (COM) to enable the Department to measure the success of its implementation;

§          Identify funding and resource requirements to deliver the COM and realise the benefits;

§          Ensure projects with inter-dependencies are undertaken in optimum sequence, and;

Identify quantitative and qualitative measures that enable the Executive to objectively measure the subsequent achievement of the business case benefits.

Pre-Qualified / Invited - Only those directly invited to tender, may obtain an RFT for the purpose of lodging a tender response. Generally an invitation from a pre-qualified register of approved tenderers who have the ability to undertake the particular work or type of work proposed, a limited number of service providers are known to carry out the work or service (or in emergency or other restricted situations). Tenderers have usually been pre-qualified, accredited, or selected for the type of work and financial range. Competitive bids called from a standing offer (panel / period) contracts would also use this type.

Electronic Tender Box Security      
During the lodgement process all submitted responses are encrypted for security and stored securely in the “electronic tender box”.
All responses that are received successfully can only be accessed, decrypted, retrieved and opened after the RFT has officially closed by a controlled process.

RFT Response - receipt/confirmation
A detailed system generated electronic receipt is issued to the respondent for all submitted response files received successfully.
