Public Works Advisory (PWA) is seeking consultants in the Heritage field:

The recent transformation of the former NSW Public Works to Public Works Advisory (PWA) has created opportunities for the private sector to participate in built heritage conservation activities for state government agencies’ heritage assets. 

As a result, this Prequalification Scheme is focused on identifying and providing access to –

• a diverse resource of experienced, expert heritage consultant services,

• an efficient means for linking service-providers and PWA Regional and Rural offices and PWA Heritage Asset Advisory team.

This pool of prequalified resources provides external expertise to assist in the delivery of high quality results in built heritage conservation consultancy.

The two important aspects to prequalification will be the evidence you provide of a minimum of 3 recent successfully completed projects in each category you nominate, and 2 referee reports who can confirm/identify your capabilities in that type of work.

Opportunities and Expectations of the Scheme

If successful in gaining prequalification you may receive opportunities to: 

• provide heritage consultancy or built heritage construction services to assets  which have been in existence for up to 200 years,

• work in collaboration with and/or be commissioned by PWA Heritage Asset Advisory group or the PWA Regional & Rural Offices.

• access original historical material such as - plans, reports and photographs for related assets.

It should be noted that prequalification does not guarantee consultants to projects or works. The nature and volume of work will fluctuate to suit projects, programs and budgets of PWA or other government agencies, as well as capacity and availability of industry skills or other circumstances affecting delivery of projects. There may be lengthy periods of no activity so applicants should not base business decisions on an expected flow of work from this prequalification scheme.

 

Heritage Consultants

Selection of consultants will relate to the scale and scope of works proposed, as well as the heritage specialisation categories you have nominated and your capacity to deliver the projects.

For small projects or tasks single invited or small selected invited consultants panels will generally be used.  For larger or major heritage projects or tasks a larger pool of consultants may be included in a panel for quotations/tenders.

There are two prequalification types within Built Heritage Conservation - Consultants

The two types are:

A) Lead

A Lead Consultant may be required to coordinate larger work teams, contractors and sub-contractors

B) Contributor

A Contributing Consultant may be required to join teams working under a Lead Consultant. 

We have asked that you identify whether your regular consultancy service(s) are as Lead heritage consultant or as a Contributing heritage consultant for each category. It is acknowledged that for some organisations this could be both.

It will be important for prequalified consultants and contractors to notify if any major changes occur in your organisation’s structure and expertise in order to sustain accurate information in the scheme.

It will also be important that you identify your specific metropolitan, regional and rural locations and capacities to contribute to effective resource matching.

 

Minister’s Stone Program (MSP)

The Minister’s Stone Program is an ongoing annual program managed and implemented by the Director, HAA, for conservation of all eligible state government assets which have facades or structural elements built partly or wholly of stone. The program is often supplemented by funding from recipient agencies to optimise planned conservation outcomes. All consultants working on MSP projects will have to willingly collaborate with HAA to deliver project outcomes, and comply with methodologies, principles and approaches set out by HAA. This includes participation in compulsory briefings/training sessions as directed by HAA. Consultants working on MSP projects must be prepared and resourced to fulfil all duties and commitments and accept responsibility for all documentation and technical decision making within the terms of their engagement.

    Conservation Management Plans (CMP). Provide 3 recent projects demonstrating skills in preparing statements of cultural significance, derived from physical, historical and comparative analysis, which guide the formulation of conservation policies and CMPs and 2 referee client contacts
  • B05. Heritage Impact Statements (HIS)
    Provide 3 recent projects demonstrating skills in preparing assessments of impact on a heritage building (form, fabric or setting) when modifications are proposed to be carried out and 2 referee client contacts.
  • B06. Heritage Significance Assessment and Recommendations for Listing
    Provide 3 recent projects demonstrating skills in the process of research, investigation and comparative analysis and assessment of cultural heritage places
  • B07. Section 60, Heritage Act 1977 (NSW) Applications
    Provide 3 recent projects demonstrating skills in preparing applications to the Heritage Council of NSW when major work is to be carried out on a place listed on the State Heritage Register.
  • B08. Section 170 , Heritage Act 1977 (NSW) – Heritage and Conservation Register
    Provide 3 recent projects demonstrating skills in assisting state government agencies to identify conserve and manage heritage assets owned occupied or managed by those agencies.
  • B09. Section 57, Heritage Act (NSW) Exemptions Notification
    Provide 3 recent projects demonstrating skills in identifying and obtaining approval on activities which do not require approval under the NSW Heritage Act, such as building maintenance or minor repairs to Heritage Listed buildings, but which do not require an exemption process

  • C01. Earthquake and other Stabilisation of Heritage Structures
    Provide 3 recent projects demonstrating skills in seismic and structural stabilisation in line with heritage conservation principles. Provide 2 referee client contacts.

    This category and specialisations relates to investigations as well as identifying solutions and methods for conservation works etc. Exploratory paint scrapes, period reference investigations, paint type analysis, traditional colour schemes and paint techniques for repair or replication. Quality Management

Evidence of Quality Management *

All consultant applicants must submit evidence of their Quality Management processes. Your response should include any relevant documentation specific to the services provided and/or a statement of quality management processes used. At the time of commissioning you may be required to provide additional details.

Note: 

  • A Quality Management process is any set of procedures or activities that control or monitor the standard of work delivered by you as a service provider
  • A QMS conforming to AS/NZS ISO 9001 (certified by a Conformity Assessment Body accredited by the Joint Accreditation System for Australia and New Zealand (JAS-ANZ)) is a valued achievement but not a requirement for joining the scheme.

Lead or Contributor

The Applicant must identify its area of substantial expertise by nominating whether they are a Lead or a Contributor in the majority of the categories in which it is seeking prequalification.

You can choose either Lead or Contributor or both.

Substantial Expertise *

Lead:

A Lead consultant firm is the one leading other sub-consultants and responsible for their work and would require broader coordination and project management skills beyond their specific discipline.

There are two broad classifications for lead:

  1. A consultant project leader who is leading and coordinating a multidisciplinary project (e.g. heritage architect leading the contributions of archaeologist, materials conservator, engineer, etc. as sub consultants);
  2. A consultant discipline leader who coordinates specialists under that discipline but is not the main project leader. (e.g. Director archaeologist leading the contributions of historian, other historical and aboriginal archaeologists, excavation contractor, soil expert, laboratory services, etc.).

Contributor:

A Contributing Consultant may be required to join teams working under a Lead Consultant. 

There are two broad classifications for contributor:

  1. A consultant working on a standalone project not involving other disciplines. (e.g. Writing a history of a place, assessment of a collection of furniture and objects, assess a historic garden or landscape, etc.);
  2. A heritage consultant who is part of a team of mixed disciplines, led and coordinated by others (e.g. a Lead Consultant); The team may include heritage or non-heritage disciplines.

Amendment History

    Amendments made to the Heritage Consultants part of the scheme and updated the terms and conditions to reflect the changes. The changes comprise of the removal of questions 10-61 which have been replaced by 3 questions for  Quality Management and Substantial Expertise.

    Notice regarding Scheme SCM3831

    We are making some changes to the DFSI Heritage Consultants and Heritage Building Contractor Prequalification Scheme SCM3831 to make it easier for suppliers to do business with government. At this stage, changes will affect the Heritage Building Contractor applicants only.

    The Heritage Building Contractor section of the scheme has been suspended as of 19 November 2018.

    Public Works Advisory, Department of Planning, Industry and Environment has extended the Built Heritage Conservation Consultants – SCM3831 to 20 December 2023.

     

    All previously pre-qualified suppliers remain valid. No action is required from buyers or suppliers.
