DFS is looking for a new system to improve the financial planning, budgeting and forecasting processes and which would deliver a single repository of real-time enterprise wide information allowing the department and its divisions to accurately drive its businesses based on real-time information.
DFS was created by amalgamating the Department of Services Technology & Administration (DSTA), Land & Property Information (LPI), and the Office of State Revenue (OSR). The department intends to migrate to a single SAP system for both finance and HR, but currently has 4 separate systems for finance and HR.

• Masterpiece for finance & Chris21 for HR in OSR.
DFS is a service provider, regulator and central agency of government. It is responsible for supporting sustainable government finances, major public works and maintenance programs, government procurement, information and communications technology, corporate and shared services, consumer protection, workplace relations, administration of State taxation and revenue collection, NSW land and property administration services and metropolitan water policy.
DFS has over 5,400 staff organised into 11 divisions in the principal department, the DFS cluster also has a number of related entities.
In keeping with the DFS ICT strategy, the preference is to engage a vendor with a suitable hosted system, providing “Software as a Service” (SaaS).
The selection of a vendor to provide the service to DFS will be a 2 step process:
Step 1. This RFI to determine the SaaS solutions available in the market.
Step 2. An RFT, RFP or RFQ sent to suitable vendors.

Electronic Tender Box Security
During the lodgement process all submitted responses received successfully are encrypted by the system for security and stored securely in the web site “electronic tender box”.
To maintain probity, all responses that are received can only be accessed, un-encrypted and opened after the RFT has officially closed.
This is done though a controlled Tender Opening process managed by the Agency’s Tender Opening Committee.
Confirmation & Receipt of RFT response
A detailed system generated electronic receipt is issued for all responses received successfully.
