Tender Details

The Department seeks to refresh the National School Chaplaincy Program - Prequalification Scheme. The Scheme will comprise a panel of prequalified providers to support NSW Public Schools across the state to engage prequalified National School Chaplaincy Program providers.

Prequalified providers will be appointed and accredited to the panel for a period ending 31th December 2022.

Please Note: Both new and existing providers will be required to submit a response in order to be considered for prequalification for the 2020-22 National School Chaplaincy Program.

Background

The National School Chaplaincy Program (NSCP) is an initiative funded by the Commonwealth Government to provide chaplaincy services in government, Catholic and independent schools throughout Australia.

The NSCP supports the wellbeing of Australian school students through the provision of pastoral care services and strategies to support the wellbeing of the broader school community. Participation in the NSCP is voluntary for schools and students.

The NSW Government has been administering the NSCP on behalf of the Commonwealth Government since 2015.

Additional Details

Pre-qualified providers will be appointed to the Scheme under the Agreement for Provision of Services. There is no funding directly allocated to this scheme. Schools will use the scheme to select their preferred suppliers and will be responsible for funding and managing their own engagements.

The aim of refreshing the Scheme is to establish an arrangement for engagement under the Agreement for Provision of Services to reduce red tape for providers and simplify the engagement process for schools.

Key benefits of the Scheme include:

  • Quicker timeframes to procure providers as schools will be able to choose from the list of pre-approved providers.
  • Reduced administrative workload for schools, providers and the department and a transparent process through the use of Standard contracts across all providers.
  • Centrally managed provider compliance and capability assessment

Agreement for Provision of Services

If prequalified, the terms and conditions of any engagement made under the scheme will be those of the Agreement for Provision of Services. It is not necessary for service providers to sign the Agreement once prequalified. The final stage of the Application to become prequalified under the scheme is to agree to comply with the  Agreement for Provision of Services.

Parties (service provider and school) will complete an Order Form in respect to each engagement. The details of the scope of work, fees and other requirements for the engagement between the parties will be set out in the Order Form. Where the parties need to sign a document, the parties will sign the Order Form.

Both the  Agreement for Provision of Services Terms and Conditions and the Order Form can be found within the document Part D - Agreement for Provision of Services. This document does not need to be submitted in the response.
