The NSW Education Standards Authority (NESA) conducts high-stakes examinations in 750+ examination centres across NSW. Impacting the success of the HSC examinations operation is the secure delivery and collection of live examination papers to all metropolitan and regional security centres, and the transport of non-secure examination materials and student projects to and from schools.

Integral to the scope of the examination process is the security of the exam papers during all phases of delivery and collection, and the scale of requirements for each activity. Exam papers are delivered to and collected from approximately 400 delivery/collection points throughout NSW, and approximately 30 interstate and overseas exam centres. For a comprehensive outline of NESA courier requirements, please refer to the Activity Schedule in Appendix A. The supplier is to work in close partnership with NESA for the timely delivery of HSC examination papers, submitted works, cabinets and stationery for the HSC examinations, providing secure courier services over a concentrated period between October to December each year, with significant engagement required for preparation and non-secure delivery activities starting in July of each year.
