Tender Details

The NSW Department of Education is planning to establish the Student Attendance and Engagement Services – Prequalification Scheme (the Scheme). The Scheme will consist of pre-qualified external providers with the aim to streamline the process for schools to access support and wellbeing services to support their work with students and families.

The Scheme will initially be open for providers to pre-qualify under the following stream:

Student Engagement and Attendance

Student attendance and engagement is a government priority. Student engagement and attendance has a direct impact on student performance at school and subsequent post school outcomes for students.

Engagement or re-engagement programs are those that provide tailored education and support for students who are disengaged or have been identified as at risk of disengaging from school. These programs or services can include strategies that target behavioural, emotional and cognitive engagement and attendance and may be universal or targeted.

Programs and services may include mentoring, youth work, behaviour support, school refusal programs, engagement or reengagement programs, homework or tutorial programs and alternative education programs as defined under the scheme guidelines.

The needs of individual schools will vary however it is expected that all service providers engaged through this stream will work with the school to understand factors that may be impacting on a student's attendance and engagement. Service providers will be required to focus on achieving outcomes and resolutions for students.

 

Providers pre-qualified will be established on the Scheme under the NSW Human Services framework.

There is no funding directly allocated to this scheme.

 

Schools will use the Scheme to select their preferred suppliers and will be responsible for funding and managing their own engagements.

Expression of Interest For Pre-Qualification - An invitation for Expression of Interest (EOI) for pre-registration of prospective tenderers for a type of work or service. Applicants are initially evaluated against published selection criteria. RFT may then be invited from a panel of providers (as Selective, or Invited).

It is anticipated that the Expression of Interest for pre-qualification will open on Monday, 12 November 2018. The submission period is expected to close on Monday, 10 December 2018.

NSW Public Schools have 70% of the Education budget and are in the best position to determine the programs to deliver focussed support to students in their school communities around wellbeing at school. Schools will be able to use their School Budget Allocation to engage a provider/s to supplement and build on existing school programs and enhance their capacity to target support where required based on school community needs.

The aim of the Scheme is to establish a framework for engagement under the NSW Human Services framework to reduce red tape for providers and simplify the engagement process for schools.

Key benefits of establishing the Scheme include:

• Quicker timeframes to procure providers as schools will be able to choose from the list of pre-approved providers.

• Reduced administrative workload for schools and the department and a transparent process through the use of Standard contracts across all providers.

• Centrally managed provider compliance and capability assessment

• Ability to identify and track performance of provider programs.
