The objective of the Request for Quotation (RFQ) is to select a single supplier under the ICT Services Scheme that can deliver the best overall solution in terms of quality of outcomes and price for the delivery of Independent Quality Assurance and Transformation Advisory (IQATA) services for the Human Capital Management (HCM) Program Phase 2.

An organisation may not respond to this RFQ if they have been a contractor or consultant to the Human Capital Management Program (HCM) including those that have prepared or reviewed documentation such as the Business Case and program plans that are/will be implemented.    This is to safeguard the independence of the IQATA. To be clear, any organisation that is appointed as a supplier under the “Department of Education / Human Capital Management Program (HCM) – Phase 2 - DoE1666384282” will be ineligible for appointment as the IQATA Supplier under this RFQ.   

The IQATA Supplier will be precluded from bidding on any activity that would normally be expected to be reviewed as part of the IQATA services and review process.  

The IQATA Supplier will be required to avoid Conflict of Interests whilst undertaking IQATA work for the department.
