This RFI is seeking responses from Non Government Organisations (NGOs) and Community Housing Providers (CHPs) who are interested in providing accommodation support services (rehabilitation, clinical and non-clinical) and housing services (land provision/purchase, design, build, tenancy management and asset management) for the Pathways to Community Living Program (PCLI) Stage 2. The PCLI aims to procure contemporary, high quality accommodation support and housing services for 29 new state-wide community-based services (230 beds) across 9 Local Health Districts (LHDs) and one Special Health Network (SHN) in NSW. This RFI is an information gathering process in which NSW Health seeks to collect information and opinions from NGOs and CHPs who can deliver accommodation support services and housing services to people with serious and persistent mental illness (SPMI) and highly complex needs. Insights may relate to a range of issues such as:
• Identifying innovation and best practice in accommodation support services, housing service delivery and functional housing design
• Understanding the technical capacity and capability of the market • Identifying what value-adding the sector could deliver
• Refining the commercial framework, roles and responsibilities, joint service delivery model and overall model of care.

NSW Health will hold an industry briefing session on Tuesday 19 November 2019 with all interested parties invited to attend. The briefing will be a joint briefing for both NGOs and CHPs and including both the accommodation support services and housing services. Whilst there are separate sections within the RFI, Health’s view is that a holistic understanding of both components of the RFI is integral to its successful implementation. Please reply to the Contact Officer email by 9:00am Monday 18 November 2019 to confirm attendance. All attendees must be registered prior to the event. Registrations on the day will
not be accepted. A maximum of two (2) representatives from each potential Respondent may attend the industry briefing session. All information provided at the industry briefing session (whether orally, in writing or otherwise) will be released as an Addendum document.
HI draws to your attention the obligations in relation to the Implementation Guidelines to the New South Wales Code of Practice for Procurement: Building and Construction Industry (the Guidelines) that commenced on 1 July 2013, and are applicable to projects of $10 million and above.
