As part of Safer Pathway reforms in NSW, male victims of domestic and family violence identified by NSW Police Force (NSWPF), Local Courts and in future, external referrers are automatically referred to the Central Referral Point (CRP) computer system. An assessment is made using the DVSAT to assess the level of threat to victims and determine if the victim is at ‘Threat’ or ‘Serious Threat’ risk of harm. Victims will then be referred through the CRP to a ‘Centralised Coordination Point’ to undertake assessments of male victims and refer them to appropriate ‘Localised Support Services’ across NSW.
This procurement is to engage the services of appropriate organisations to provide support through case management to male victims of domestic and family violence (at ‘Threat’ and ‘Serious Threat’) in identified areas across NSW. These areas will correspond to the proposed SAM areas. Noting that while the case management for male victims will be initially rolled out state wide there will be a staged roll out of the establishment of SAMs (for those victims at Serious Threat).
The successful organisation will provide two services as the Localised Support Service:
Case management, across NSW, for male victims of domestic and family violence requiring support through Safer Pathways by 1 November 2016, and
Representation of male ‘Serious Threat’ victims at Safety Action Meetings (SAMs) as rolled out across NSW between 1 November 2016 and 2018/19.
