Request for Registrations of Interest for the supply of Design and Documentation Services for the Upgrade of Ferry Wharf Interchanges (Reference Number: 18.0000303642.0556)
Registrations of Interest (ROI) are invited from suppliers of marine design management services.
Roads & Maritime Services (RMS) along with Transport for NSW (TfNSW) is committed to improving public transport services and providing a world-class transport system people want to use. This includes delivering modern, safe and accessible transport infrastructure across the Sydney Ferry Network.
Transport is integral to all economic and social activity in NSW and contributes to long term economic, social and environmental outcomes. Delivering ferry wharf upgrades – such as new wharves, lifts and wayfinding – helps improve customer experience and increase social inclusion. The modernisation of the network also helps bring ageing infrastructure in line with current accessibility standards, making it possible for everyone to access transport services.
This ROI is an opportunity for Roads and Maritime Services (RMS) to determine capabilities and availability of potential suppliers of marine design management services for the upgrade of ferry wharf interchanges on the Sydney Ferry Network.
The successful tenderer will be selected through a two phase procurement process. The first phase requires applicants to submit this ROI. A short list of applicants will then be selected from this ROI process and invited to tender for the work.
Prospective applicants will need to complete, sign and return the confidentiality deed (in accordance with the instructions in that deed) prior to being given the passcode to access the ROI documents.
All applicants must comply with the New South Wales Government’s Procurement Policy Framework (NSW Framework), Code of Practice for Procurement (NSW Code) and Implementation Guidelines to the New South Wales Code of Practice for Procurement: Building and Construction (NSW Guidelines).

For your lodged ROI:
(a) files must not include macros, applets or executable code or files;
b) if files are compressed, then they must not be self-extracting (*exe) zip files;
(c) file names must include your name (or abbreviated name, if your full name is too long);
(d) file names must have an extension and not have invalid characters or file names/loading path names too long for the system; and
(e) documents must be in MS Word or pdf format (other than spreadsheets which may be in MS Excel format).
- You must label your ROI with the Request for ROI Reference Number and the ROI Closing Date and Time.
You must format your ROI according to the following guidelines and using the structure set out in Attachment B of the ROI Invitation Document. We may regard your ROI as non-complying if you fail to adhere to these requirements.
You must provide any necessary explanatory or extra material with your ROI. Your ROI must be complete without cross references to information previously supplied to us. Where any previously submitted information is relevant, you must resubmit it to us with your ROI.
Your ROI must address this Request for ROI clearly and concisely, and your ROI must be free of irrelevant marketing material. You must identify all products and services needed to meet our required outcomes.
You must base your ROI on the best information available at the time you submit your ROI. We rely on your knowledge and expertise as expressed in your ROI.
- A Covering Letter in the form of Attachment A, of the ROI Invitation Document must accompany your ROI. You must provide the letter on your letterhead and an authorised person from your organisation must sign it.
