Tender Details
Suitably qualified contractors are invited to tender on the construction of remaining rigid pavements works for the Woolgoolga to Ballina project. Tenders are invited to tender the works as two separate packages or as a non-mandatory combined third package. It is not compulsory to price each package but if you do submit a tender for package 3 combined, then tenders must also submit individual pricing for packages 1 and 2 to be conforming. The works may be awarded as separate or combined packages.
As described above the three packages are detailed below.
Package 1 - Section 3-4 Rigid Pavements (Roads and Maritime Services Contract No. 17.0000302544.0072) and associated processes for the new highway alignment between Glenugie and Maclean, from Chainage (CH) 33.600 – 82.000.
Package 2 - Section 10 Rigid Pavements (Roads and Maritime Services Contract No. 17.0000302544.0073) and associated processes for the new highway alignment between Richmond River and Coolgardie Road, from Chainage (CH) 146,062 – 158,600.
Package 3 – Section 3-4 & 10 Rigid Pavements is the combined works for Package 1 and Package 2 (Roads and Maritime Services Contract No. 17.0000302544.0074).
These contracts are for a discrete package of works within the project referred to as a ‘horizontal package’. The Principal has engaged other contractors to construct various elements of the works concurrently within and around the site. The scope of works includes but is not limited to, undertaking mobilisation and installation of the rigid pavement.
Contractors must be qualified with Roads and Maritime under the National Prequalification System for Civil (Road and Bridge) Construction contracts at:

This tender provides an opportunity for local industry participation.
The NSW Government’s Code of Practice for Procurement (NSW Code) and the NSW Government’s Implementation Guidelines to the NSW Code of Practice for Procurement for: Building and Construction Industry (NSW Guidelines) apply to this project.
It is a requirement for this project that the successful contractor be accredited under the Australian Government Building and Construction OHS Accreditation Scheme at the time of entering into the contract for the contract work and while the contract work is being carried out. Information on the Scheme is available on the Australian Government website at fsc.gov.au
Compliance with the NSW Code and NSW Guidelines is a pre-requisite to submitting any response to a procurement process (expression of interest or tender response) and to any successful application being awarded. Copies of the NSW Code and NSW Guidelines are available at procurepoint.nsw.gov.au and industrialrelations.nsw.gov.au respectively.
This is a joint Australian and NSW government funded project.
The Building Code 2016 (Building Code) and the Supporting Guidelines to the Building Code 2016 (Supporting Guidelines) applies to this project. This document can be viewed at the Australian Government website at www.employment.gov.au/Building-Code.
All applicants must comply with the NSW Government Code of Practice for Procurement.
The RFT must be marked “Woolgoolga to Ballina, Pacific Highway Upgrade for Rigid Pavements – Sections 3 – 4 and 10” and must be lodged electronically via TeamBinder.
A mandatory pre-tender meeting will be held on Wednesday 25 October 2017 in Grafton, NSW 2460 at a location to be comfirmed and commencing at 10:00am Australian Eastern Daylight Saving Time (AEDT).
