Tender Details

This is a Schedule of Rates Quality Assurance Contract.

Request for Tenders are invited for the construction of the M1 Weakleys Drive intersection upgrade project. Only organisations previously shortlisted as part of the Registration of Interest are invited to submit a tender.

The project involves the replacement of the existing roundabout with a signalised intersection, and includes the following features:

• a traffic light controlled intersection with two through lanes on all approaches

• additional turning lanes on all approaches including two right-turn lanes from the M1 Pacific Motorway to increase traffic flow turning right into John Renshaw Drive

The successful applicant is to provide construction services under a "Construct Only" contract.

The NSW Government’s Code of Practice for Procurement (NSW Code) and the NSW Government’s Implementation Guidelines to the NSW Code of Practice for Procurement: Building and Construction Industry (NSW Guidelines) apply to this project. Compliance with the NSW Code and NSW Guidelines is a pre-requisite to submitting a tender response and to any successful applications being awarded. Copies of the NSW Code and NSW Guidelines are available at industrialrelations.nsw.gov.au                                                                                                                        

The Building Code 2016 (Building Code) applies to the project.  A copy of the Building Code is available at legislation.gov.au/Details/F2017C00125   

It is a requirement of this project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) established by section 43 of the Building and Construction Industry (Improving Productivity) Act 2016 (Cth) (BCIIP Act) at the time of entering into the contract for the “building work” as defined in the BCIIP Act and maintains accreditation under that Scheme while the “building work” is being carried out.

Section 26(1)(f) of the Fair Work (Building Industry - Accreditation Scheme) Regulations 2016 (Cth) outlines provisions applying to joint venture/alliance arrangements that include accredited and unaccredited members. The head contractor must be able to demonstrate to the satisfaction of the principal their financial capacity to undertake the works at the tendered price.

The tenderer must meet relevant prequalification, registration and accreditation requirements.

The head contractor must be prequalified with Roads and Maritime Services under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at:

• Financial F25 or higher

• Roadworks R3 or higher

The head contractor (or subcontractor) undertaking the following categories of work must be prequalified with Roads and Maritime Services under the National Prequalification System for Civil (Road and Bridge) Construction Contracts at:

• Asphalt A2     

• Traffic Signalling TS2 

A pre-tender meeting will be held at the Roads and Maritime Services Newcastle Office - Level 7, 266 King Street, Newcastle at 10:00am on Friday 6 October.

Attendance is mandatory to submit a conforming tender. Tenders will close at 2:30pm on Friday 3 November 2017. Details for close of tenders are specified in the Request for Tender documentation. A passcode will be sent by email by Jason Clements to the shortlisted companies to allow them to access the tender documents.

Pre-Qualified / Invited - Only those directly invited to tender, may obtain an RFT for the purpose of lodging a tender response. Generally an invitation from a pre-qualified register of approved tenderers who have the ability to undertake the particular work or type of work proposed, a limited number of service providers are known to carry out the work or service (or in emergency or other restricted situations).
